What's with this?

OK, I see a post in the header of the ECC forum by Elu that says, "Things I need to do", see: http://forum.thenorthpacific.org/topic/7009947/ And I get an error message. What's the deal with this?

I have seen this sort of thing with posts/threads before. Just curious.

It hasn't been changed since August. Before, this was in the constitution:

3. The Speaker is to be given access and speaking privileges within the private Cabinet areas but is not allowed to take part in votes of the Cabinet.
