Legal Code Corrections Bill on Elections

After an inquiry was made about the Speaker's current term of office, it became apparent that the revision of the Legal Code into its current form inadvertently left out the office of Speaker in the provisions of Chapter 4, specifically the seond Section 4.3:

It currently reads:

Section 4.3: General Elections
13. The election cycle for the terms of the Delegate and Vice Delegate,will begin on the first day of the months of January, May, and September.
14. Non-incumbent candidates for Delegate or Vice Delegate may not obtain an endorsement level during the election cycle greater than the level authorized for members of the Security Council under Chapter 5.

This bill would make no changes to the actual practice, it merely fixes an oversight in the revision of the Legal Code when it was adopted this past spring. I propose the following bill to correct the omission:

Proposal to amend second Section 4.3 of Chapter 4 and make related corrections:
A. In order to fix the duplicate numbering of Section 4.3 in Chapter 4 of the Legal Code, the second section 4.3, section 4.4, and 4.5 are renumbered as sections 4.4, 4.5, and 4.6, respectively.

B. In order to correct an omitted reference to the election cycle for the office of Speaker, Section 4.4 of Chapter 4 of the Legal Code as redesignated by Part A is amended to read:

Section 4.4: General Elections
13. The election cycle for the terms of the Delegate and Vice Delegate, and of the Speaker, will begin on the first day of the months of January, May, and September.
14. Non-incumbent candidates for Delegate or Vice Delegate may not obtain an endorsement level during the election cycle greater than the level authorized for members of the Security Council under Chapter 5.

Edited to reflect additional provision to correct the numeration of Sections within Chapter 4 of the Legal Code.
 
It turns out we're going to need to fix the problem of duplucate section numbers as reflected in the original proposal.

Accordingly, the bill will have two operative provisions -- the first one will fix the duplcate numbering of the second Section 4.3 of Chapter 4 of the Legal Code, and the subsequent Section 4.4 and Section 4.5 to Section 4.4, 4.5, and 4.6, and authorize the correction of any cross-references to these renumbered sections, and the second will contain the original proposal in the opening post.
