Multying Legality

Can someone have more than 1 registered User Account on the TNP Forum (Multying)?
It would seem so, according to the General Rules.
Multying - (having more than one registered name on the forum) is frowned upon and is an underhanded thing to do - Trust is an important commodity in the forum, multing will damage your credibility. Having non-UN "puppets" is perfectly acceptable.
This does not explicitly state that it is illegal.
The understanding is that different TNP Nations would be used for each User Accont.

Is having a User Account the same as being a Registered Citizen?

To become a TNP RA Member, it is very clear that the associated TNP Nation does not have to be a WA Member, according to the Membership Application Rules.
Additionally, these rules seem to imply that someone could register each of their TNP Nations into the RA as long as they are not ''intentionally deceiving''.

____10. ''Fraud'' is defined as an intentional deception, by falsehood or omission, made for some benefit or to damage another individual.
__Section 1.6: Proxying
____17. "Proxying" is defined as use of a proxy server to render a forum user anonymous or any practice which allows a member multiple accounts.

Although proxying in order to deceptively have multiple accounts is illegal, it does not seem to be illegal to have multiple accounts without ''proxying''.

Thus, theoretically, someone could create 100 TNP Nations, Register them all as citizens under different TNP Forum User Accounts, Register them all as RA members, and vote using each said Nation.

Although my interpretation may be incorrect, I recommend to change the General Rules to explicitly state that "Multying" is illegal.
 
The rule is that if one has a distinct role for a second account, basically a foreign envoy that is masked that way, and strictly has totally different personas for the two accounts, then we will consider it, if there's no evidence of evading forum security here or elsewhere in the past. (e.g., proxy server use or spamming of the forums outside of the "games" area where spamming is permitted.)

We do strongly frown upon multiple accounts, and there have only been a few instances of permitted multiple accounts on the forums, from longtime players in NS.

Generally, though, for other players, we don't grant permission. It is a decision based on forum security and avoiding risks, thus, a track record in NS is an essentially part of that evaluation. The other factor that not allowing multiple accounts makes it easier to enforce the "one player one vote" which is at the foundation of the democratic culture in TNP.

Thank you most kindly for the extremely informative response.
My interpretation is that the TNP forum General Rules, and thus the granting of Registered Citizenship to TNP on this forum, falls under the control of the forum Administrators and not the RA. And that the entire TNP Government is subject to the General Rules and the forum Administrators, and as such a request to register a 2nd acccount cannot be taken to the TNP Courts for review.

The Registered Citizen status was created by forum administration. In fact the original TNP Citizenship masking was created by forum administration.

It was done to allow residents to self-declare their citizenship for forum purposes, the basic difference is that registered citizens get the same security check, which simplifies other masking (such as NPA which might not require current R.A. membership.)

The need to administer the one player, one vote rule still exists, because it makes it easier to process an R.A. admission or a removal due solely to inactivity (since it avoids a further security check,)
