Though Belschaft is right that it is not a 2/3's majority, it does not matter anyway as the required threshold to enact legislation is only simple majority, and not 2/3's as the Speaker's post mentions.

I hereby inform the Assembly that I will be exercising my authority as Delegate, and will veto this legislation. While the issues confronting the Bigfoot are dire, I'm not sure that it is required to be in our legal code. I have no doubt that this would be challenge in court at some point. Nor am I positive that it fully addresses the issue at hand
