I was thinking.. why not use this? But specifically for people who enter to our region with *cough* 5 million pop. >_>

I like the idea (being MoIIA). It essentially is what I was just about to write up and suggest but Unibot beat me to the punch (and saved me the work). ;D

On an aside, how about also scripting it so that nations that are 'born' get a similar, yet tailored message?

Use this one for a while, then switch to a better one.

Make this one as mundane as possible first, before coming up with a strikingly creative way to recruit.

That is coded into most automated scripts. It will auto-generate the recipients name in the message.
