I request a judicial opinion on the following question:

Are parts of a log of official meetings that occur prior to the opening of said meeting or after the closing of said meeting and therefore not official record to be considered part of any such meeting?

I believe this is pretty simple and not a matter in regards to the FOIA. The Court will hear this matter though.
