Repeal "Nuclear Power Safety Act":
Description: WA General Assembly Resolution #204: Nuclear Power Safety Act (Category: Environmental; Industry Affected: Uranium Mining) shall be struck out and rendered null and void.

Argument: Argument:

THE WORLD ASSEMBLY:

CONCERNED that the Resolution in question establishes the NESC and its duties but does not require nations to comply with its suggestions;

APPALLED at the idea that energy corporations and national nuclear energy industries may pick and choose guidelines that suit their corporation’s or nation’s needs without regards to civilian safety;

WORRIED that in order to maximize energy output and profits, corporations and national nuclear energy industries will cut corners, putting the everyday worker and civilian in harm's way from the many dangers of radiation from nuclear power;

TROUBLED that the mandate that member nations “follow adequate building designs" to construct nuclear power plant facilities may lead to corporations or national energy industries using older, more hazardous plans deemed as "adequate”;

ANXIOUS that while nations are required to "establish procedures and arrangements to maintain safety and stability", that they are not required to update these procedures on a regular basis;

FRIGHTENED that the same mandate does not give any real form of direction and thus gives corporations and national energy industries the freedom to implement potentially inefficient and non-protective safety codes;

REPEALS GA Resolution #204.

This is an informational review of the GA Resolution-At-Vote, “Repeal "Nuclear Power Safety Act""” published by The North Pacific's Ministry of World Assembly Affairs for your convenience and consideration.

When “Nuclear Power Safety Act” came to vote, The Ministry of World Assembly Affairs recommended a “FOR” vote; one of the overarching complaints by “Repeal “Nuclear Power Safety Act”” is that there is no full requirement to comply to the recommendations of the Nuclear Energy Safety Commission. The Ministry had this to say of this issue:

“Critics are correct in saying that Nuclear Power Safety Act does not require compliance to the recommendations of Nuclear Energy Safety Commission, in some sense, this weakens the effectiveness of the resolution, but on the other hand, it strengthens the resolution by establishing that member-states must take an active role in securing the safety of nuclear facilities without using strict micromanagement. “

This is to say that the Ministry of World Assembly Affairs believes this is an issue of whether to international codify nuclear power plant safety regulations or not. The questions in response to ask yourself is, (1) should member-states be regulated this closely? (2) Is micromanagement by the World Assembly, beneficial when it comes to nuclear power plant safety? The Ministry believes that the Nuclear Power Safety Act was heading in the right direction with a flexible mandate, but this resolution directly contradicts these sentiments and the intent of the resolution, by suggesting codification is beneficial and preferable.

One thing that strikes the Ministry odd is that the repeal often suggests that energy corporations will “cut corners” for cost efficiency at the expense of civilian safety – the Ministry has no doubt this is true; but the Ministry also believes the Repeal may fail to recognize the purpose of Nuclear Power Safety Act, which sternly placed the responsibility for nuclear safety on member-nations’ shoulders. Should the World Assembly be micromanaging and taking responsibility to oversee nuclear energy production facilities or should this be the responsibility of member-nations? Nuclear Power Safety Act specifically calls for the burden of responsibility to fall on the member-nation hosting the nuclear power facility.

Beyond this, Repeal “Nuclear Power Safety Act” questions the extent to which nuclear energy companies will respect the term, “adequate” in the resolution; which seems to be more or less a problem of enforcement at the national level and not an international problem. Furthermore, the Repeal argues that “"establish procedures and arrangements to maintain safety and stability" will not require these procedures to be updated – but alternatively one could argue that “maintain” implies continued updates.

The North Pacific voters often demand a reasonably tough standard to justify repealing resolutions; The Ministry does not see this repeal meeting said standards. Thus, the Ministry of World Assembly Affairs has (1) recommended that the delegate vote "AGAINST" Repeal “Nuclear Power Safety Act”, and (2) calls upon all member-states in The North Pacific (that's you!) to carefully consider the viewpoints expressed in this informational statement. I am totally for this. I laid down the backbone for this repeal, and I think it's justified. The original resolution left out Fusion power, which could be dangerous. Also, the committee created in the proposal to be repealed doesn't have much authority in member nations. If you're going to make a committee, make it right.
 
I see the use of nuclear energy as a danger to Civilians. I can't see the good side of it. IF YOU SUPPORT DEMOCRACY, YOU SHOULD THINK OF THE POPULATION. I think those who support nuclear power has no common sense!
 
"Repeal "Nuclear Power Safety Act"" was defeated 5,177 votes to 4,605.

The margin was less than twice my endorsements; we helped decide this vote.
