Standing Procedures:Legislative Proposal Procedure
- Any citizen may introduce a proposal to enact, amend or repeal laws by creating a thread in the Regional Assembly forum or Private Halls subforum.
- The associated text of the proposal will be contained in a single quote tag within the opening post of the proposal thread. The citizen who introduced the proposal may alter this text within the opening post at their discretion. This text shall be the official text of the bill.
- The citizen who introduced the proposal may call for a vote by posting "motion to vote", or a functional equivalent in the thread.
- During the five days after a vote is called for, the citizen who introduced the proposal may continue to amend it. This period, hereafter referred to as Formal Debate, may be shortened at the citizen who introduced the proposal's request. Once Formal Debate has ended, the proposal may no longer be amended, and the Speaker will schedule a vote to begin.
- No proposal will be scheduled for a vote that includes changes to more than one document, unless it includes the following clause or a functional equivalent:

Treaty Ratification Procedure
- Any citizen may introduce a proposal to exercise a power of the Assembly besides enacting, amending, or repealing laws, or ratifying or revoking the ratification of treaties by creating a thread in the Regional Assembly forum or Private Halls subforum.
- Any citizen may call for a vote on the proposal by posting "motion to vote", or a functional equivalent in the thread. Any other citizen may second such a motion.
- Once the proposal has been moved and seconded, the Speaker will schedule a vote.
Voting Procedure
- The Delegate, or an Executive Officer designated by the Delegate to do so, may introduce a proposal to exercise the power of the Assembly to ratify, or to revoke ratification of, a treaty by creating a thread in the Regional Assembly forum or Private Halls subforum.
- The Delegate, or the Executive Officer, may call for a vote on the proposal by posting "motion to vote", or a functional equivalent in the thread.
- During the five days after a vote is called for, the Delegate, or the Executive Officer, may make amendments to the treaty being considered. This period, hereafter referred to as Formal Debate, may be shortened at the request of the Delegate, or the Executive Officer. Once Formal Debate has ended, the treaty may no longer be amended, and the Speaker will schedule a vote to begin.
Acting Speaker Procedures
- Citizens may vote "aye," "nay," or "abstain," or similar. Any citizen may change their vote before the end of voting by making a new post, or by editing their original vote. If a citizen loses their citizenship or otherwise renounces citizenship during the voting period, any vote they have cast will be invalidated.
- The Speaker will clearly announce when any vote is to end. All votes must be cast before the end of the announced voting period. The Speaker is not required to post to end the voting period.
- To determine the participation of a quorum, the number of valid votes will be compared to the number of citizens who joined the assembly before voting began, have voted in at least one of the three most recent legislative votes, and maintained continuous citizenship for the entire duration of the announced voting period.
- The Speaker may, at any time, designate a Deputy Speaker to serve as Acting Speaker in the case of a vacancy or absence in the office of Speaker. The Speaker may change this designate at any time.
- The Acting Speaker will assume all the powers and duties of the Speaker's Office when the office is vacant or when the Speaker is absent.
- If no Acting Speaker is designated or is unavailable, the Deputy Speaker with the longest tenure (since their most recent appointment) shall be Acting Speaker when the office is vacant or when the Speaker is absent.
