Can this be done? (JAL Trial/Pardon)

Here's an interesting thought concerning JAL's trial that has been going on since dinosaurs roamed the Earth -

Could not the Regional Assembly pass a specific piece of Legislation that "Pardon's" JAL on the basis that his right to a speedy trial has been so violated that it would now be impossible to have a fair trial?

I mean, the simplest and most logical thing here would be for the AG to simply 'vacate' the charges and request a dismissal. But given that there is nothing in the Constitution or Legal Code that I can find that would preclude this, why not pass a bill that simply pardon's JAL and get it over with?

Just a suggestion for discussion.
 
I am not sure that this could be done; since the delegate cannot dismiss charges I am not sure the RA could either. However, it would be an exit strategy that would allow the court to save face.

I'm pretty sure I dismissed charges against... hmmm... I forget who. Some rogue. So there's precedence. BW can just do it, make a pretty speech about it and everyone will breathe a sigh of relief.

GBM, I think we tried that already and certain people wouldn't let it stand...

Flem - I think this is a good idea and it should work this time. The RA does have more constitutional authority with this kind of thing than the Delegate.

For reference:

1. The Assembly is authorized to create, maintain, and amend as needed the North Pacific's legal documents and institutions, which shall serve as a body of laws binding upon the region, the forums, and its Nations and/or Players by simple majority vote.
5. The Assembly is granted the power to legislate rules and institutions necessary and proper to carry out the mandates of this Constitution.

Believe me, I would be delighted to see this end. It stopped being entertaining a long long time ago.

I think the court probably need RA intervention if this is to be brought to a conclusion.
 
It did. Twice.

But the delegate got bitchslapped and the justice who ended the trial the second time got confused as to the time, and so overruled.

No. I don't really understand it myself.
