Apply for Reginal Assembly

I would like to be a Regional Assembly member but I cannot figure out how to apply to do so. I have searched on here and can find the feed for it but no application is handy, nor is there instructions on how to apply.

Sorry to hijack the thread, but this seems as good a place to ask as any.

What is the process for proposing bills for voting in the Regional Assembly?

Formally, one posts a bill in The RA "Committee of the Whole" forum, but only RA members are masked to post there. That said, I'd probably not be alone in being entirely willing to copy a proposal for someone else from, say, Nationstates Discussions.
