I haven't checked for activity or NS status of listed nations for current members, and the list has to be adjusted for the newly elected justices and AG.
 
Jamie has been accepted into the Regional Assembly 02/28/2012.
Flemingovia has been re-accepted into the Regional Assembly 02/28/2012.
King James's application has been denied for lack of a resident TNP nation.

I plan to begin working on updating the list in the first post of this thread as time permits.
 
I've been checking the TNP nations in the list in the first post, and some of the R.A. members need to provide updated information about their W.A. nations, as required under Law 28.

The NS checks on 28-29 February show that:
Eluvatar's TNP nation is now a WA member, and Grimalkin and Isimud's TNP nations are no longer WA. The TNP nations of record for Jeux II, Cylar, Haor Chall, and Hileville have ceased to exist. (Those changes have been made in the post.)

I have added this symbol to denote the elected members of the Security Council (SC); there are currently 5 elected members. (As it is, the last four Vice Delegates are now elected members of the Security Council.)

After I finish checking those on the current list, then I'll get to the activity check, and then the more recent admissions will be checked and added to the list. I've also noted the three R.A. members elected to the Court in the special election so everyone's aware they are not current eligible to serve as SPT under Rule 2.
 
Islmud, I haven't gotten to the forum activity check yet. But I did try your WA link again this evening, and it did work, so I have to assume max's server had a hiccup last night.

FALCONKATS, like I said, I'm getting to the forum checks, probably tomorrow night my time. (I've got a doctor's appointment tomorrow, and that tends to take the whole afternoon.)
 
I'd also like to bring to attention to the SPT the third method of removal from the RA as listed in Article III, Section Two of Law 28:

Inactivity

1. Assembly members whose] nation has CTE'd (Ceased to Exist) or who have moved out of The North Pacific when not on official business shall be removed from membership automatically by the Speaker.

2. Assembly members who fail to indicate their activity on the forum by posting for over 30 days shall be removed from membership automatically by the Speaker unless a notice of absence was submitted to the Speaker before the absence takes place.

3. Assembly members who have missed two consecutive votes on any Regional Assembly items shall be removed from membership automatically by the Speaker, unless a notice of absence was submitted to the Speaker before two consecutive votes occur.

4. As used in this Section.

A. "Two consecutive votes" are defined as two votes on any items that are conducted at different time intervals of at least 3 days between the start of each vote, but are voted one after another. Votes on two or more items at the same time are not defined as two consecutive votes.

To my knowledge the last pair of votes before the RA were Passed: Amendment to Law 28, Article III Section 2 which ran from October 31st, 2011 through November 8th, 2011 and VOTING: TNP Law 33 - Endorsement Cap Law which ran from February 12th, 2012 until February 23rd, 2012.

Both of these voting threads contain a post by the Speaker (or in the case of the second one SPT) listing the names of all those who have voted. I have noticed that is neither of these posts neither Blue Wolf, Earth, New Kervoskia nor Mahaj's names are listed as having cast a vote. Gulliver and Todd McCloud also missed both the aforementioned votes but to my knowledge they also have gone over 30 days without posting.
 
I think you will find that the definition sort of limits how much time has passed between the two votes for the rule to apply. When it was adopted, the concern was about two votes taking place back to back in less than 14 days which was adopted with the change to a 14 day period, and then the 14 day period was changed back to the 30 day period. I'll look further when I have a bit more time, but that is my recollection of the context of the two vote rule.
 
Tentatively, and I have not done forum checks, just the NS nation checks so far, and with the recent admitted nations (still need to be checked for TNP/RA) we are at 30 members, and the quorum would be exactly 9. This is tentative.

I also have to consider the constitutional language that all elections are votes within the Regional Assembly.....and we've had a general election and a special election between those two votes. Like I said, I'll be sleeping on it.
 
My WA nation is currently Uranium Eating Monsters, but there is no way I could keep you informed of it at all times.. it switches several times a night, often. :/

I guess it is time to submit a bill for R/Ders.
 
Please keep in mind, I don't have any records of changes not posted in the current threads. I also don't have any other record NK might have had when he started the list in this thread.

Which is one reason why I'm posting what I find so y'all can let me know of updates and errors. When I was last serving as the elected Speaker, I started a spreadsheet that got passed on to help keep track of non-public information. I believe I've been sent a more current version of it in Google Docs format, but with the medical appointment today, I haven't had time to look at that in detail. I should be able to get back to this over the weekend; and I am anticipating that we're about to need a special election for a new Speaker.

Finally, as far as the activity requirement in Law 28 is concerned, the language of the Constitution refers to the required proportion to elect in language that says "of the Assembly" and not of voters, and uses similar phrasing in referring to the required proportion to enact laws. In addition, the Election Law and Rule 1 were amended at the same time to provide a common principle that abstentions were not to be counted in determining results. Unless someone seeks a more formal vote in the R.A., or a ruling from the Court, the best reading I can give is that voting in elections under Law 26 are an action that is taken by a vote "of the Assembly," and therefore if a member has voted in an election, that is a vote to be taken into account under the "two vote" rule in Law 28. If one thinks this through, it makes consistent sense since only Assembly members can run for office or vote in elections, making voting for offices indistinguishable from voting on legislation "or other actions," that is also an act that only Assembly members can do.

This is how I also read this. That when voting in an election is also considered a vote under the "two vote" rule.

John Ashcroft Land's status is indeterminate because of the current Court's ruling of a mistrial. His current masking is to be maintained as only a forum member until otherwise ordered by the court or the proceeding is dismissed.

Note: I found there were 3 votes of the R.A. on legislation, and 2 votes for elections since October. Since the matter of whether elections counted was not addressed until two days ago, I am going to exercise discretion for one member who missed voting in both elections, but did vote on the Law 33 proposal which was the most recent voting activity involving the R.A. Many of those removed for posting inactivity were also removed for missing two or more consecutive votes.
I checked all accounts for the posting within 30 days requirement as of March 4th where the R.A. member had not participated in two consecutive votes. I have checked all TNP nations of record (twice).

I'll get the first post undated later, but the current list of members of the Regional Assembly for the special election for a new Speaker is as follows: (in order of date of admission to the R.A.)

I believe the problem in question stems from the link to your nation in the roster post includes an a on the end. It is listed as Kuat Industriesa instead of the correct Kuat Industries which is alive and well in TNP.

Do you have the authority to do that? I would not want to upset the constitution. Folks around here get very upset if officials overstep their authority.
 
In looking through the links in the opening post I've found the following errors:

As stated previosly HC's nation seems to have gained an a onto the end of it. This can be verified by checking his RA application post which is currently linked to by the roster at the top by clicking the "posts" link. This link is also incorrect as it links to his application instead of a search of his posts. The correct link is: http://forum.thenorthpacific.org/search/?c=2&mid=197322

For the new admissions, the links to the user's profile (which lists the last time they looked at the forum) can be found by simply clicking on the user's name. The link to the page displaying their posts can be found from the profile page by hovering over "Profile Options" and then selecting "List Member's Posts"; alternatively one can replace the "profile/" of the profile link with "search/?c=2&mid=". Note that it is important to remove the / following the word profile.

I started with and was relying on the list N.K. started for the links, but switched to a spreadsheet Eluvatar has set up and provided to me late last week. (Both the posted list and the spreadsheet needed serious updating. I ended up with about 44 names to work through.)

I had posted about what I had found with the NS nation page links for the posted list several days ago, and I asked then for those whom I mentioned to let me know if the information in that list was incorrect. One of them responded (Hileville). (Islmud also responded but pointed out his lack of RA activity for several months.) That post a few days ago should have been an indication to HC that there was a problem; given that others also found the same problem I did shows there was no maliciousness involved.

As to taking information from the application thread, that is where I took information for more than 20 names that weren't on the spreadsheet. I found that quite a few people did not correctly post their NS page links. I also found that in a few instances, my hovering mouse icon would reveal the NS link, but the page opened up back onto the thread. (I even opened the source post to look at the link that was correctly typed, and this still happened.) So that was also a source (there were several that I detected) of the problems. It would help things considerably if people paid attention to what they do in entering the nation information for those links; it isn't high level math, and the last time I looked, the nation pages have the link at the bottom of those pages.

I'll verify the new information and correct it in the spreadsheet; updating that initial N.K/ post will take longer.

Limi, I appreciate your post, however, I figured out a work around for the URLs using the ones that were correct and I believe I've got those right. But your information is noted.
 
Just realized that H.C.'s most recent admission date was in January, so there are only three votes to consider, and he voted in the two most recent votes.

So he has not lost R.A. membership. (This is what happens when all the information isn't in one place.)

I assume that when a government official disenfranchises someone by mistake, it's a mistake.
 
Both Flem and Elu should have let me know by PM first but the mistake due to the erroneous provided links wasn't caused by any of the three of us. (One of the removed members had both Roman and Arabic numeral suffixes in their nation's name, and that also can cause confusion since the NS nation page links only used lower case letters and underscores in the URLs. It can create problems in the check and verification process.
