Brain tissue as filler in fast food hamburgers

One of my business clients has a friend who works for the FDA and claims that fast food companies use cow brain tissue as filler in their hamburgers. Anyone know if this is true? I know they use all sorts of mystery meats in their product so it wouldn't be surprising....
 
Actually using any part of the nervous system in a cow for food is illegal. That is how mad cow disease is spread to humans. Not that it hasn't happened, but they will be in alot of trouble if a company is found to be doing this intentionaly.
