Delegacy Transfer

So, as neither Delegate and Vice Delegate are incumbents, and the last Vice Delegate has CTEd, we need the help of our last Delegate, JAL, in handing things over.

I expect to be able to begin gathering endorsements tomorrow. New Kervoskia is already gathering endorsements. I will provide him with all assistance once I can.

Some suggestions:

1. NK should set a flag
2. JAL should mention NK as delegate-elect on the WFE, linking to him.
3. NK should announce his government and whatnot as soon as possible.

This will take a while

Working on 1) and 2) as we speak. Just waiting for confirmation.

We are quite used to long delegacy transfers here.

If you need any help NK, let me know. I've got nothing going on now that I'm not running elections.
