The legal requirement, as far as I know, is that you have to be a member of the Regional Assembly.

We would like to know, by the way, What document prohibits write ins? We haven't found it in the Bill of Rights or Constitution.
The tenth article of the Bill of Rights speaks of a right to vote. Such a right is meaningless if it is limited in any way. Disallowing writes ins limits it in a very basic way, because without the right to write in you might as well live in a dictatorship. The right to write in is basic to the right to vote. The whole point of voting is to have a say in how a nation is run. Without the right to write in, you have no say in how a nation is run, because what is to stop the nation from chosing two candidates whose platforms are identical?
