I have a suspicion that Grand Admiral may be Addarow, tried and convicted for violation of COPS in the West.

It would be a good idea to investigate Grand Admiral thoroughly in my opinion.
 
Let me dig around for any additional information I can find. I'll let you know what I turn up.
