I have no objection to having a user group on the forum for resident citizens of TNP who elect, for whatever reason, not to join the RA.
I'd rather have the additional user group and thereby encourage their participation in the forum, than not have it and have less activity as a result.
If we do this then the new user group would not have access to post in the RA forum, public or private, and would only be permitted to read the public RA forum. They would have access to other public governmental areas of the forum as well. If someone chooses to join the NPA, or the Diplomatic Corps, or some other function that does not require RA membership, that can be addressed with permissions for such a new user group as well.
The Bill of Rights makes a point of voluntary participation in the affairs of the region, so in my mind such an accommodation enhances, rather than distracts from the aims of a democratic government and society which is envisioned by the Bill of Rights.
