If the Cabinet fails to act, it automatically goes back to the RA, and the RA may re-pass the document and enact it as the law of TNP.
And yes, there are six Minister (External Affairs, Internal Affairs, Attorney General, Minister of Culture and Education, and Minister of Arts and Entertainment, and Minister of Defense. Only the Minister of Communications and the Prime Minister are vacant.
