RE: "Universal Declaration of Rights"

An excellent idea. I would suggest that an additional clause be added with the caveat that the enumeration of specific rights not be presumed to disparage other rights and that the people are the source of their rights and not the government (i.e.: inherent rights and the government as the guarantor and preserver of those rights).
