I would like to propose to the united nations that all proposals should be worded with a basic summary at thr top of the proposal.
I call for this because i was looking at the latest proposal up for vote (#54 Repeal "UN Educational Committee") and i thought Huh?

I regognise the need for these proposals to be letigous documents but is a summary too much to ask?

I REQUIRE 2 ENDORSEMENTS TO BE ABLE TO PROPOSE THIS, alterntitivly i will agree to co-author this with a nation that has the ability to propose this!

Good luck to you. My UN isn't in The North Pacific but I'm sure their will be plenty around willing to endorse you.

Although I'm not sure whether a resolution that affects proposals would be allowed, or indeed what category its effects could be classed as...
 
A proposal such as this one would be illegal. It violates the Game Mechanics rule.

UN Proposal Rules:
Game Mechanics

Game Mechanics violations are attempts to change how the UN works. Generally, these are Proposals that should be threads in Technical. Anything that requires and adjustment to how the game does things, or requires a change of code falls into this category. Requiring "proper" spelling, adjusting the number of votes needed for queue, creating a universal UN currency, and forming a "secondary UN" are all examples of this. Another example of this is forbidding UN action at a future point in time -- you can't make your Resolution "Repeal-proof" or prohibit types of legislation.

If you want to play hard ball maby it does violate game mechanics; due only to the fact they have to add a section to the "how to word your proposal" page... Its still a good idea, maby for version 2 they can incorperate it.

It's not a matter of maybe it does violate, it does violate the Game Mechanics rule. Not to mention that there is a character limit for proposals. If we were to add a summery of every proposal at the top, most would go over that limit (I think it's 3600 characters, give or take a few).

If you were to work something out that didn't change the way the game works, then you would most likely be fine, as longs as there were no other violations.

The rules are there for a reason and should be followed. If you submit too many illegal proposals, you run the risk of getting kicked from the UN.
 
What's wrong with having an abstract? Most proposals of any sort of length have one...

Not that I really care about Nationstates the game because it is a stagnant morass of boredom that should be taken out to pasture and shot.

Edit: None Inc, it sucks that it is difficult to understand proposals but how else are people who play supposed to feel important and smart?
 
While it might be a fruitless exercise, the best bet may be to argue the point on the NS forums regarding the UN. There might not be anyway to make it enforceable, but if you get enough people doing it, it may catch on...

It's a good thing we all don't hold the same opinion expressed by DD. I have a great deal of admiration for those who have been able to get proposals to the floor, much less getting them passed. You need more than just smarts. It takes finesse, politicking and diplomacy. All are good skills to develop.

Being ignorant of the finer points of the process, maybe those more familiar can enlighten me. Does the "Description" section have a character limit? If not, could it be utilized to explain more about the proposal's content?
 
For the title of a proposal, you have a limit of 30 characters. For the description, you have a limit of 3600 character limit. Since most use a certain format for their proposals, there is little room for a summary of the proposal. In order to make more room for such things, there would have to be some changes made to the coding of the game. Sadly, the admins who take care of the coding do not have the time nor the desire to make such changes. The people who don't understand this and have no idea what goes into coding a game like this are the ones who more often than not come up with proposals that would require a change in the way the game works. It's not really a terrible thing. I just wish that those who want to write and submit proposals would look at the rules before hand. I believe there's a link in the FAQ to the Rules for UN Proposals.

Personally, if I don't understand a proposal, I ask someone to explain it to me. There are plenty willing to do so.

I tend to disagree, all I ever see from the UN is people recycling laws and ideas from the real world. Hardly original or impressive. I made a generalization about proposal writers but I believe it was an accurate one, however insulting it might appear to people who actually write proposals. I'll anxiously be awaiting the next common sense/real life now nationstates resolution about whatever legal issue might be on the real life news at the time. Got prisoner abuse scandals in the news? Hey, I just got a great idea for a UN proposal!

Edit: Join the Model UN or participate in your municipal government if you want to develop real life political/legislative skills.
 
Ahh, well that is to problem with creating simulations, occasionally they end up mimicking the real thing...

And if people want to hi-jack a little media attention to get a proposal passed, then fair play to them.
