Lexiconian Applications

Whatever Nish's past he is definitely not a main player in The Lexicon. I remember hearing something about computer problems but s/he has about 100 posts in the forums and although they joined early, they have very little status amongst anyone but the Founders.
 
He may not be a major player, but he votes and does as he is told. And since we are talking about a voting bloc, that is all that matters.
 
We need to get on with a motion to address the proccessing of RA applications generally and from known or suspected Lexiconians in particular.

What I most recently proposed was:
1. The MIIA and the other regional officials involved with the process are authorized to resume processing Regional Assembly membership applications.
2. The MIIA and the other regional officials involved with the process may defer any application that they deem require further investigation and request that investigation.
3. The Cabinet affirns that while a state of declared war does not currently exist, there is evidence that leads the Cabinet to believe that an undeclared state of conflict exists and that these hostilities continue to be waged by the Lexicon and its allies against The North Pacific.
4. The MIIA and other regional officials involved with the process may bring any applications that are investigated to the Cabinet for review and discussion before action is taken on the application. Participation in those discussions will be limited to the voting members of the Cabinet (and does not include their deputies) as well as those officials who participate in any investigation.

I include in this a suggestion that Flem has made that the MIIA cordially request known or suspected Lexiconians to withdraw their RA applications.

I also include in this that the relevant ministers/officials (MIIA, MoEA, MoD, AG, NPIA) will discuss with me the mechanics of identifying which applications need to be investigated and how they will indicate that an application needs to be investigated. We'll also discuss the mechanics of how that information will be shared with the voting members of the Cabinet.

Finally, Hers, since you offered, your proposed steps are authorized as part of this.

Now, I need votes from the elected Ministers on this plan of action I just outlined. Unless something desparatly needs to be changed, we need "for" or "against" the motion.

I'm hoping that Romanoffia and dont pick it up get in here and cast their votes, but FEC, there is a majority already in place for the motion and we shoud begin to make preparations for implementing this motion.

The above is being publicly posted, and that part may be quoted publicly by the MIIA in the RA application thread, if she desires.

The following is stated here and may not be publicly quoted. The NPIA is authorized to conduct various sctions in its investigations of RA application, as was outlined by the NPIA director in the private Cabinet discussion.

As to identifying applications that may need investigation, I am going to request the MIIA, the MoEA, the MoD, the AG, and NPIA to review new applicants in the MIIA RA application thread at least once daily and notify the MIIA and myself as Prime Minister by a private forum message of those applicants they have reason to believe warrant investigation.

I'm going to recommend to Hersfold that a private forum be created with access limited to the Cabinet Ministers, the Prime Minister, the Delegat, and the NPIA director only to post any information found in an investigation, and discuss whether that evidence would support a denial of a application.

If the consensus supports a denial, then a statement will be prepared describing the facts found that support denial. That statement will be posted in a public area, so we will have to decide what can and what cannot be disclosed.
