Mr_Sniffles recieved 19 votes but is not shown on this list, as by being elected Speaker of the Regional Assembly he chairs the Council by default and thus is ineligible to run for a second seat.

Commissioner's Note: Earlier ballots advertized the number of seats open on the Council as seven; however after reviewing the official RA list, it is apparent that, once ineligible nations are removed, there will be just over eighty RA members. Therefore, the Security Council may hold up to eight members. As there is a tie for the seventh seat, the Security Council is now expanded to an eight-member body. If someone would rather keep it at seven and have yet another run-off election as a result, please let me know and I will be happy to let you do the paperwork.

UN Regional Delegate

32 valid ballots cast, including:
- Great Bights Mum - 23 votes (72%)
- Daimiaena - 5 votes (16%)
- 4 Abstentions (12%)

Great Bights Mum is hereby ordered to take the Delegacy in a prompt and efficient manner, as prescribed in the Constitution. Former English Colony will continue to execute the duties of the office until control of the Delegacy is secured by Great Bights Mum.

Vice Delegate

32 valid ballots cast, including:
- Unterwasserseestaat - 28 votes (88%)
- 4 Abstentions (12%)


Information for run-off elections:

Since no candidate for Prime Minister or Minister of Immigration and Internal Affairs achieved 50% of the total vote, a run-off election will be held from August 10th to August 17th as specified in the Constitution. Only the top two candidates from each election may proceed - in other words, Heft is now out of the running for Prime Minister. This election will follow the same procedures as this one, except I will strongly encourage people not to abstain, so that hopefully we don't have to go to the next step (as I don't even know what it is). If anyone has any questions, please let me know.

Should there be a runoff if only two people stood in the first place? Surely if there are only two candidates it should be first past the post.

Otherwise we could have dozens of reruns if nobody changes their vote.
 
An abstention is simply not casting a vote. Unless we are to require everyone to vote, how can we forbid abstensions?
 
If you feel like you want to abstain in a runoff, don't vote in it. Abstentions are for election ballots with multiple races on them. Runoffs aren't. They're for one race only and therefore, if you're going to come to the party on a single race, you need to actually vote.

I've wondered that exact same thing... this seems rather pointless in the case of the MoIIA election because of that. Problem is, we can't forbid abstentions because people have to have the right to vote which ever way they wish, even if that means for neither candidate. That court ruling makes things incredibly annoying in that we actually have to count them towards the total number of ballots - if this were not the case, we would not need any run-offs today.

Don't count abstentions toward the final percentages, then.

My understanding based on past practices is that FEC will step down once my endorsements reach a level with which the region is comfortable with from a security standpoint.

Eh? Ok, then, that makes things much easier.

Limitless Events is now, by default, Minister of Immigration and Internal Affairs. Congratulations.
 
A resolution to the absention question (whether or not they are counted to determine a majority in elections (as opposed to establishing a quorum on matters where a quorum is required) can always be adopted as an emendment to the Election Code (which is a TNP Law...so the amendment need only be to amend that law).

I didn't personally agree with that decision of the Court, inasmuch as the Court chose to apply the rule that absentions count in establishing a quorum or casting an election ballot.

If the members of the Regional Assembly want to change that rule, then make a proposal.

In other news....

I want to thank the members of the RA for our re-election to a fifth uninterupted consecutive term on the Security Council. I will continue to argue forcefully to maintaining the responsibility of the SC as the first responders of the RA to issues of regional security and protection.

Ok, all ministers should be able to post in the Cabinet forums now, as well as see the Mod Forum. All previous ministers have been removed. Unter has been temporarily given a Delegate masking so that he can do the RaV's until GBM gets in.
