Soo, Heft, do you have any projects in mind assuming you get elected?

Well, I don't have any concrete plans at the moment. I would help out the various Ministers with what they are trying to accomplish, poke and prod the right people, and further our relations with other feeders. I would also not tolerate general stupid stuff from other regions (read: Lexicon), and I would recognize when diplomacy calls for a firm "bugger off". Personally, that's something that TNP Government seems to have been lacking for awhile now.

And, given that plenty of people know my thoughts on the Constitution (not exactly the most workable document, good use a very thorough overhaul, maybe even a complete and total rewrite), I'd like to stress that I will follow it, even if I don't particularly like it. I won't force any Constitutional Convention on the region, but I would support one, if there was enough support from YOU, THE PEOPLE.

I've come to see the Prime Minister as being a steward and protector of TNP and its Government. As someone who isn't afraid to step on people's toes or tell someone where they can shove their petty "war" (in a diplomatic fashion, of course), but will do whatever is necessary to keep YOU, THE PEOPLE, in power I feel like I'd be well suited to the position.

What does Heftogen plan to do about the ever-increasing tide of "new people" into the region?

Easy enough. I'll work closely with the MoIIA and the NPIA (which doesn't actually exist, and never has!) to make sure that these "new people" are being honest about their intentions. If they are, wonderful and welcome! If not, "bugger off"! However, I will not start any witchhunt, or start a pogrom of purges based on "Well, they might be bad...."
 
Any other questions? Despite what the original post may indicate, I am actually serious about this and do plan on, well, winning.

Because teh mighty Hefticus is tired of seeing The North Pacific's government languish in indecision, seeing so many people too afraid of stepping on anyone's toes to take a hardline, and always taking the easiest, most comfortable approach in the interest of "good relations".

Now, I'm not going to try and create controversy, but I'm not going to avoid it, either. I will do what is best for TNP, if the rest of the world agrees, wonderful, and, contrary to how this will sound, I am interested in getting TNP a little more obviously involved in foreign affairs. However, if foreigners disagree with us, they can take their strongly worded nothings and go pout in the corner with The Lexicon.

This isn't easy! This is the most difficult of the bunch. Is Frodo too easy of a cop-out? Alright, I vote for Jarlaxle (R.A Salvatore character). For now, anyway.

I would (politely) poke the inactive Minister to try and figure out why they are inactive. If there was no response, I would prod the Deputy into taking on the jobs and responsibilities until the Minister either returned, resigned, or was removed from office. If both were inactive, I would move to have them removed as quickly and with as little fuss as possible, and make sure that whoever replaced them was someone active.

You mention that you want TNP to be more involved in foreign affairs, so I'll ask you the same question I asked of Haor Chall. Which region do you most wish to expand relations with right now?

I would have to work closely with Haor Chall (or whoever becomes MoEA) and work out a plan together. We already have good relations with WestPac, but we could be a little closer with TSP and I think we should make an attempt at improving relations with The Pacific. Those would be my first concerns in the foreign affairs department, then we would move on to the larger foundered regions.

In almost all cases, there is little we can do. If it's a region with an active founder or if it's a Feeder, all we can do is annoy them a little, and I imagine that no founderless region small enough to be susceptible to an attack from us is going to be declaring war on us.

The upside is that, being a feeder, there is pretty much nothing anyone can do to us except annoy us a little, so long as we have an active delegate.

I support removing all hostile forces from our region (i.e endoswappers or unendo-tg-senders who are here for the express purpose of attempting to wage war against us) by whatever legal means are at our disposal. Other than that, the best policy is to simply let them yell, shout, scream, and kick. Eventually they'll get tired and go take a nap and forget all about us.

I have always completed any obligations or responsibilities I had to this region before taking a leave of absence. I did not leave the first time until after the constitution had been ratified and a new cabinet elected. I did not leave the second time until a new cabinet had been elected.

I will not desert the region during my term, as my past history would indicate.
 
Now that this has turned into an actual race (shocking), I suppose I should put forth some semblance of an actual platform, instead of just assuring people I'm the best candidate.

That War Thing

My position is that there is really no war, simply a few disgruntled ex-pats and their followers trying to stir up trouble in the region. I view them (lexiconians actively working to harm our region through either endotarting, unendorsement messages, or RMB spamming) as hostile, foreign insurgents, and would encourage that they be treated as such.

I would not bother with seeking peace terms with The Lexicon because there are no issues to be resolved, and this will only end when the lexis get tired of their petty games and leave.

That Constitution Thing

Honestly, I would love to start over with a new, cleaner and simpler document. The exact form of a new government I'm not too concerned with, except that it be more effective and allow for more common sense judgement calls on the part of the leadership.

I feel that the delegate having to jump through legalistic hoops simply to ban someone who is trying to tear our government down is unnecessary and simply creates unneeded problems and arguments (such as the debate over whether or not unendorsement telegrammers fall under the jurisdiction of the Security Council and the impeachment trial).

I also believe that it has been shown time and time again that complicated legal systems modelled after RL systems do not work well here. From the debacle in TWP a few months ago, to all the trials we've gone through here in TNP, including FEC's impeachment case. By the time that trial ends, FEC will no longer be delegate, so impeaching her would be useless.

The Legal system should be much more streamlined, and find a better balance between freedom and efficiency.

I am of the opinion that the process for getting legislation through the RA takes too long. The bill proposed by Gracius Maximus to change the setup of the cabinet is an example of this. It could have easily been voted on before this round of elections, but it is still languishing in preliminary discussion. Regardless of whether or not a new constitution is worked out, I will be making sure that whoever is the new speaker moves bills along in a more appropriate and timely fashion.

All this said, I will not force a new government on the region, and I will obey the current constitution and any new document, if a new document is approved.

That Experience Thing

I served in the NPC Cabinet as the MoCE, working closely with Tresville (then Prime Minister) and others, I also served as the MoD from Nov-Jan, once again working closely with Poltsamaa (then Prime Minister) and GoalVA (then MoEA). I know this region, understand how it works, and who the major personalities are. I will be able to accurately represent you to the world.
 
The Prime Minister in The North Pacific is basically held responsible for the success of the entire cabinet. If nothing gets done, he gets the blame. If progress is made by leaps and bounds, he gets praised as a great Prime Minister.

I'll have to re-familiarize myself with the current structure of the NPA and poke around, seeing how things have already changed. Largely, I'll leave that to the MoD and the NPA themselves, though.

If I were MoIIA, I would work with the Delegate and Vice Delegate to get more people to join the RA and forums, and with the Speaker to try and keep members of the RA active, instead of signing up and never coming back.

As PM, I would seek to maintain a regularly updated list of RA Members, and I would coordinate with both the MoIIA and the Speaker to send out notices of important votes and to contact those who haven't logged on in a while.

Keeping the NPA active would only require going on missions regularly. Working with other defender groups to locate invasions-in-progress and thwarting them is an effective way of doing this. Friendly war games in the warzone regions with other groups is also a good way of developing relations, both military and political, with other regions and of getting the NPA's name out there.

I would check up on the NPA on a regular basis, and I would help to organize those war games.

If you were the MoA&E, what would you do to keep the parts of the forum centered around entertainment active and inviting to new members? As Prime Minister, how would you go about helping the MoA&E to do this?

I've never been a major player in the A&E section, but I do recognize its importance to this region. It seems to me the best thing I could do is as little as possible. The people who do frequent that part of the forum are people that, by and large, I have much trust and respect for, and people that are more than capable of presenting a welcoming face to newcomers.

I've seen (ever since I've been here, it seems) concerns that the "Arts" part of A&E isn't really....there. I would be able to work closely with OPArsenal and do whatever he needs from me to help get any programs, contests, exhibits, or whatever else he has in mind up and running succesfully.

If you were the MoC&E, what vision, if any, would you have for the North Pacific University and how would you go about gathering material for it? As Prime Minister, how would you assist the MoC in doing this?

The history of our region is confusing, complicated, and convoluted. Unless you were here, it's nearly impossible to gain a true understanding of everything that happened without spending months in the region listening and talking to people who were here.

The first priority of the University should be to present some reasonably unbiased account of the recorded history of our region. Following this, explanations of how the game works, especially in regards to the UN and Endorsements, would be very helpful for many newcomers.

If you were the MoEA, how would you go about improving TNP's relations with other regions and improving our public image? As Prime Minister, how would you go about assisting the MoEA in doing this?

I would try and have some regular update taken out to other regions by our diplomats. I would also make sure that the diplomats are all active in the regions they are assigned to. Their job shouldn't be just to drop off an account of what's happened here, but to actively foster and develop friendship with other regions.

As PM, I will check up on the Diplomatic Corps regularly, and develop open lines of communication with the leaders of major regions (other feeders, major player created regions).

I would make sure everyone knows what their part is, what is expected and required of them, and do everything legally possible to make the process as efficient as possible.

Regular news articles and official updates from the cabinet. Communicating with nations on the RMB, especially with any update on what is happening here, would help garner interest in the forums for otherwise apathetic nations.

We'll end with the good part.

The worst thing, at this point, about TNP is the lack of trust so many people seem to have both for other players and the government. The feeling that we need to constantly make sure the government's power is being sufficiently held in check tends to keep the government from being as effective as it could be.

There isn't much to do to solve this other than to hope that people realize that such distrust isn't warranted. A little care and caution is always prudent, but at some point we have to step back and let people do their jobs.

The best thing about TNP is our diversity. No one is outright rejected, and anyone can pursue a career here, regardless of past affiliations or mistakes. We have invaders and defenders, we have Pope Hope and Gracius Maximus in our Regional Assembly, and we have had Tresville and Poltsamaa both as Prime Ministers. Yet, despite our wide array of disparate personalities and ideologies, we are still able to maintain a working, cohesive government.
