I am running once again for Minister of Immigration and Internal Affairs. To help establish a sort of campaign platform, I'll make this a sort of FAQ about me and my goals for this office.

Who the heck are you?!

My main nation is The United Federation of Hersfold, and I have been playing NationStates for almost 2 years now. During that time, I've done almost everything that can eb done in this game - I've passed UN Resolutions, I've been a Founder and UN Delegate of a region, I've served as an Ambassador to this region shortly before taking up residence, I've defended regions as a member of the NPA, and have served in three different offices here in TNP - Deputy Minister and Minister of Culture and Education, and Deputy Minister of Immigration and Internal Affairs. I'm about as experienced as you can get, and hope to use that experience for the best.

So why are you running?

I have served in this Ministry before, when Flemingovia was Minister. I was his deputy, but handled most of the RV applications. I know how the system works forward and backward, and hopefully applications will be processed faster than ever before. With my ability to instantly mask new RV's, a long, time-wasting step is completely eliminated.

I also hope to help expand the Ministry to fulfill more of it's intended role. During past terms, the Ministry has mainly existed to process the many Registered Voter applications, without taking much of an active role elsewhere. If elected, I hope to try and attract new members to this forum and increase activity in our region.

Wait a second... aren't you the Forum Admin?

Yes, I am. And I don't intend to give up the position if I am elected. I'm hoping that the Adminship will make this office easier to handle rather than harder - as I already mentioned, new RV's can be masked immediately upon acceptance. Near the end of the term, when I'm most likely going to have to serve as an election comissioner, the new Ministers can be masked immediately after the vote count.

Some might be worried that my being involved in the government will create problems with my moderation. I can assure you, I will not moderate any cases in which I feel I have a bias. There is another Administrator and three capable Global Moderators who can handle any case just as well as I can. If something comes up in which I don't think I'm acting fairly, I will leave it to them. Fortunately, though, you all are well enough behaved that I don't think I'll have to worry about it too much...

So... what are your plans again?

If elected as Minister of Immigration and Internal Affairs, I would hope to make the RV/RA application process faster than ever before, and attract more new members to our forum to create a vibrant community. I would also hope to get the government more active through the use of the required Cabinet meetings, to try and restore the efficency that this region once had.

As the outgoing minister, I fully endorse Hersfold for the position. His prior experience has shown him to be extremely competent if not profecient at a rather difficult job.
 
What is your view on the applications that were issued with conditions by Deikura (includiing the recent court ruling on them) and how would you handle a situation in the future similar to that?

Ator, it's my personal belief that the Ministry has no authority to issue such restrictions unless there is a standing court order against the applicant. Nowhere in the Constitution does it give the MoIIA any grounds from which to deny an application except in violations of the membership criteria. I realize that this allows past offenders such as Insane Power and Cathyy to go unchecked, but one can hope that they won't try such a takeover again. In the event that they, or someone else, does, then our paranoid preparations in the past should be sufficent to handle the problem. I can only hope that the new Court Justices process things a bit faster than the last set.

Edit: Maybe in the future legislation can be passed to help provide a better response to this problem, but for right now, the Ministry's hands are tied.

This is a candidacy that is long overdue, and I also fully support Hersfold's election for this position.

With respect to the imposition of restrictions, as the Court's opinion made clear, restrictions on registered voter status may be made as a result of a criminal prosecution or as a result of a remedy imposed by a civil proceeding. The civil proceeding need not be brought by the Attorney General, it can be an action brought by one party against another.

I would also point out that restrictions imposed as a result of forum moderation to enforce Invision's TOS are independent of government action, which is why at least some of the admins and global moderators do not hold government offices. I think this helps assure that limits imposed for reasons of forum moderation are not related to political issues related to the government.

Hersfold has my complete support for MIIA.
 
I concur. I have faith that Hers would keep everything in the Ministry running smoothly.

Indeed, when I needed an update on RA members for our forum move vote on s2, Hers was instrumental in getting me information that I needed from a moderator standpoint (who had RA masks and so on). Now that Hers is running for the job that actually processes applications, I'm sure he would bring the same efficiency.

During our own dark times, we developed a highly effective way to recruit new members. I remember that I myself became involved regionally from personal TM from Magicality. The technicalities of it are murky for me but it was probably a script that monitored new incoming nations or just stalking the North Pacific page. How would you feel about re-instituting such a program to hopefully mobilize more and newer generation of players?

Either by recruiting a group of people (a "Welcoming Committee", at risk of sounding cliche), or by use of a script that I'll have to learn how to make or borrow from someone, I do hope to reach out to new nations and help them get settled. We're a feeder region, that should be our number one duty.

I think within certain limits, and I think this would fall within those limits... but I'll make sure I check with the mods before I try it, yes.

Unfortunately, any script sending unsolicited telegrams is illegal. So we'll be stuck doing that the hard way.

I think the only viable course of action would be to set up a "welcoming committee" of sorts, to greet new nations as they arrive. I know plans such as this have been somewhat successful in the past, and were often appreciated by the targets. Without the ability to run a script for this, I can't think of any other options at the moment. Once it gets started, though, there may be a few more ideas tossed around, so we'll see how it turns out. :yes:
 
May I ask why you referred to me as an 'offender' which is a term normally reserved those who have been convicted in a court?
 
Some would hold you (Edit: and IP, I put his name in there too) as having committed offences against the populus. I did not mean any offense by it, I was just using the term to illustrate the feelings of some nations. I apologise for the statement.

As you can tell from my proposal to the RA, I see no reason why there should be two separate bodies for legislation and other voting. These functions can easily be accomplished, and indeed have been accomplished, by a single body. What the name of it is, I don't care. Registered Voters, Regional Assembly, Pink Playboys on Parade, either way the members will be able to deal with legislation (should they choose to) and vote in elections while only being a member of one organization.

That's as brief as I can get it, sorry. :(

Ooh! Here's a topic that's always fun to discuss: What are your opinions on the concept of Duality? Should people with other nations/personae active in leadership positions in other regions be in anyway restricted from there activity here? Can people keep two nations separate and manage to balance any possible conflicts of interest?

That is a good question.

That is a very difficult question. I just typed a whole paragraph and deleted it because I didn't like the way it came out.

Right now, we have no laws restricting duality. If we did, our government would be in a spot of trouble. Schnauzer is Delegate of the IDU - we'd be out a capable Chief Justice (yes, he's retiring this term, but he wouldn't have a post to retire from if we had laws). Erastide is also a member of Lemuria - I don't know if she holds any offices there, but if she did, we'd be short a Delegate. Honeysheep wouldn't have a deputy because of his ties with LWU. And I'm sure there's at least 3 to 5 others I don't know off the top of my head.

I have to say it would greatly depend on where they're coming from and their own personal character. Someone like Schnauzer, for example, is very trusted around here, and comes from a region we have good relations with. But then you could have Pope Hope trying to run for a position here. Not everyone has a very high opinion of her, and our relations with the ADN have been touch-and-go for quite a while. I personally think that she would do well enough in separating her interests, but I doubt enough people would think that for her to have a relatively easy term in office, were she even elected.

This all also depends on how well they would be able to separate their roles in the two regions. You've got some people who simply would not be able to keep the two separate, and would probably get impeached on charges of treason within days of being elected. Then you've got others who can control multiple personalities without them ever crossing over. Moldavi, for example. I think he's controlled at least three different characters - Moldavi, the NPD dictator, Pierconium, his Pacific nation, and I'd swear there was another but I can't remember what it was. People like that would be able to fit into multiple roles perfectly.

So considering all this, I don't know if it would be possible to limit duality. It depends too much on the individual people. A restriction on this would keep out those who had no business holding two offices at once, including those who were doing so for malicious intentions, but at the same time, you would be holding out excellent statesmen who could quite possibly advance our region to become the best it's ever been. Such restrictions would have to be placed to the judgement of the voters at each election. Do you believe this person is the best for this role? Do you believe they will help our region? Do you believe they can keep themselves separate?

One can only hope that they make the right choice. Because that choice cannot be made for them.

Hersfold, if you saw a sudden surge of members coming in who were known members of ADN/LWU/PRP/KKK/Whatever and applying for RV status, what would be your approach to the situation? Under our current set up it would be quite possible for a group to take control of our region through such means. Would you stop this somehow or would you post a <_< emoticon and say, "Eh, such is democracy..."?

Since you mentioned them, I'll base this example off of LWU... we all know the ADN secretly has control of the region anyway, so they wouldn't need to do this... :eyeroll: :lol:

If a bunch of Fedele's little friends started storming into the region and all applied for RVship at once, I would probably delay their acceptance in order to conduct investigations. First step would be to inform the Cabinet and Security Council - I'm pretty sure that if the Security Council finds it a hazard to allow the mass group in, they can pass an order preventing their acceptance. Such is democracy, but when our own system is used to breach the region's security, I, as MoIIA, would have to take steps to protect the region. Maybe allow a few in, but not enough to compromise the region's safety.
 
To correct you, the LWU are not secretly controlled by the ADN. How do I know? LWU has invaded several regions successfully and will not stand to the ADN's actions. Plus, if ADN secretly controlled them, that would make the ADN invaders.

As possibly futre MoII what is your take on duality? Since it might play an important part at immigration.
