Yesterday, 6th Respublica, the esteemed Minister of Finance, Afslavistakistania opened discussion on the new bank for the Pacific. Shortly after, the Minister unveiled the new currency for the Pacific, the Franco; named in honour of our late leader and architecht of the New Pacific Order.

Media Affairs

The Pacific News Network is currently the most read news organization in all of Nationstates, and their recent article on the RLA’s destruction of the Invader’s forums was the main cause of The Pacific breaking it’s old “most online at once” record. Now, 40 users were online at once, beating out every other official feeder forum. The Senator of Media Affairs also wishes Lanier and the West Pacific all the best in starting up their news agency, and would be happy to offer them any assistance.

Economics

To improve the efficiency of our labour, the Assembly has created the central recruitment agency, which is a committee made of the Lt. Governors of each province and the Senator of Economics. The Pacific Census is also nearing completion, and the results will be posted soon.

Justice

The High Judge and Provincial JAGs are hard at work, prosecuting offenders of the Judicial Code. Recently, 1838 was accused by Gordonel for spying on The Pacific. The evidence turned out to be a doctored screenshot, and Gordonel was found guilty of crimes against the public justice. He had his Praetorian Guard honors stripped and his name removed from their annals.

Bureau of Pacific Intelligence

Senator Unlimited had the unfortunate duty of telling the region that Gordonel, a low-level BPI agent, has become a traitor of the August Revolution. Upon revelation to the public, Gordonel fled the region and is yet to return to stand trial or punishment. There are also rumors that he will face charges in the Meritocracy.

Foreign Affairs

Senator Black Adder, along with the rest of The Pacific senate, wish to state that the destruction of the Invader’s home forums and the methods used to destroy the forums are deplorable and The Pacific considered their actions immoral and illegal. The Pacific Senate will be looking long and hard at the RLA’s handling of this incident and our future relations with them.

The Pacific University

Classes are in full swing, with courses in Game play antagonism, journalism, warfare, leadership, ethics, and Francoism being offered this quarter. Participation is higher than expected, and the Pacific University is an important cultural organ. Director Quy is to be commended for his hard work in a ceremony on campus later today.

The Provinces

H – L is currently trying to finalize their name. While Hastati Pacifica won, there were 5 votes for a Franco’s Spain name (split between 3 variations) and only 3 for Hastati Pacifica. Currently, the governor is trying to work out a system of balloting to get the will of the people.

Gaming

Desetland has been confirmed as the new Minister of Gaming. We all look forward to his term of office and know that he will make a fine assemblyman and leader.

Culture

The Pacific is planning extensive holiday celebrations, and is expecting record crowds this year. Large sections of Capital City have been closed off for this year’s preparations, which are said to dwarf last year’s festivities.

Militia Affairs

The Pacific Foreign Legion is currently recruiting, and if any UN nation wishes to serve under the Blue and Black banner, they should contact either Nea-Petropolis, Commander of the People’s Militia or Krechzianko, Capitane of the Foreign Legion.

Recent Decree from The Pacific Senate:

By Decree of The Pacific Senate we issue this statement regarding Nasicournia.

It has come to our attention that Nasicournia has granted recognition to the Pacific Army by way of an Embassy. This is unacceptable and will not be allowed to pass unremarked.

Despite empty exhortations from Nasicournia that they have no designs on the Pacific historically their actions indicate otherwise. We have suffered incursions from their Intelligence services, been attacked openly by their Military, actively maligned in their foreign policy and watched as they have given our enemies aid, comfort, support and training. No more.

We have tried to come to a dialogue only to be rebuffed as on their terms or no terms at all. These malignant userites will not dictate to Mother Pacific any longer; all offers of dialogue are now withdrawn. We consider this recognition of hostile units an act of war.

Pacific Army, despite claims to the contrary, are a hodgepodge of Nasicournians and remnant Czarists from Thedoc. Nasicournia refuses to make any stance on the Pacific Army's admitted mission statement to undermine the Pacific save open support and recognition? The old argument of exiles has run hollow. They have resided in Nasicournia for two years by that reckoning. They can no longer claim The Pacific as their home. It is a farce and a joke to even insinuate otherwise.

Effective immediately Nasicournia is considered an Enemy state. They are actively supporting a subversive movement spawned and supported from their own territory. The Pacific will now demand of its citizens who have conflicts of Naturalization to make their choice very clear as to where they swear their loyalty. If not, the choice will be made for you.

Comrades! They have ignited the flames, now let them reap the whirlwind.

For your reading pleasure, this is a dissected rebuttal of the Nasicournian latest statement.

To make this user friendly, we have highlighted the Pacifican reply in bold and we have chosen to remove the quotes from our first statement, which they used in their rebuttal. You may scroll up the page to read it if you feel you don't understand.

An Official Announcement from Nasicournia:

We have received the proverbial drop of the gauntlet from the current government of the Pacific, commonly known as the PRP.  We recognize that the PRP has declared war on our sovereign region, and while we find the gesture deplorable and unfortunate, will rise to the challenge should they attempt to make good on their threats.

Game mechanics make it impossible for the Pacific to wage war on Nasicournia. The reverse is not the same, sadly, a fact which Nasicournia has taken an advatage of repeatedly. Nasicournia is an enemy State of the Pacific, yet the Pacific will not wage war on Nasicournian soil.

We would like to address their reasoning of this declaration piece-by-piece:

As of yesterday, Nasicournia agreed to the opening of an Embassy with the Pacific Army.  The PRP had already been accusing us of doing such before the act had acually occurred.  In our transparent public discussions on the opening of the PA Embassy, we made it clear that the opening in no way was meant to send a message of recognition or legitimacy to the ideals of the PA, most especially because as with most regions, Nasicournian opinion is split regarding the subject.  However, in our discussions, we deemed that especially due to the propogandic parallels being drawn between our two regions, the opening of an Embassy to facilitate communication between Nasi and PA was most important.  The region took a vote, the results were largely in the affirmative (with dual PA residents abstaining), and hence under our Constitution we followed the results of the vote and opened the embassy.

Actions speak louder than words. Whatever the reasoning behind the opening of this statement is (which, we acknowledge, is far from innocent), Nasicournia has chosen to recognize the enemies of the Pacific, as opposed to its government.  In addition, three Nasicournian members/retired groupies, Defaultia, Valiturus, and Jon Blackwolf, took the pleasure of announcing the embassy/absolvement of wrongdoing to us in our chatroom on Friday or Saturday, along with several ill-attempted baiting comments.  Blackwolf, in fact, removed someone from our channel banlist - certainly no attempt to impose upon our regional sovereignty.

It is also untrue that Nasicournian citizens holding dual citizenship in Pacific Army abstained from the latest vote on the establishment of diplomatic relations. Citizens John Ashcroft Land and Valiturus, both residents of region Pacific Army (and the former an active participant), voted in favor of recognition.

We would like to point out that many other regions maintain communication with the Pacific Army as well; this is not a phenomenon limited to Nasicournia, and was our sole purpose in opening the Embassy.

We reject Nasicournia’s invitation on the basis that we cannot accept invitations to explain false statements. The Pacific has never placed spies in Equilism, rather, we have worked with Equilismer officials in isolating a former member of such region which had been expelled from their fora and region.

We openly invite the PRP to present evidence that the Nasicournian Intelligence Agency has embarked on "incursions" against the PRP.  We would also point out that NasiCorps has never militarily attacked the PRP, and Nasicournia itself has only ever been involved in a liberation attempt of the Pacific when the majority of the free world also participated--and even then, only by way of volunteer military personnel.

Let it be noted that the April 2005 invasion occurred at the same time a Puppetmaster attacked was being prepared against the then NP delegate Pixiedance. The Pacific does not distinguish between voluntary participation and other forms of military participation. Voluntary warfare is warfare. The People's Militia is a volunteer force.

We would then invite the PRP to inform the world of "Operation Hiedra" and other such nefarious activities designed to expose intelligence agents of ADN regions in order to blackmail, bribe, and expose these nations to invader groups.  We would further ask the PRP to justify their methods in procuring this information, which included but was not limited to the messenger and IRC impersonation of Nasicournian Intelligence officials, and Intelligence officials from other ADN regions.  We would also like an explanation of why the BPI ordered the placement of espinonage agents in Nasicournia, Equilism, and other regions with membership in the Alliance Defense Network.

We reject Nasicournia’s invitation on the basis that we cannot accept invitations to explain false statements. The Pacific has never placed spies in Equilism, rather, we have worked with Equilismer officials in isolating a former member of such region which had been expelled from their fora and region. As to this Hiedra project, what is it about?

We have never actively given any enemy of the PRP "aid, comfort, support, and training."  Many residents of Nasicournia sympathize with the plight of the Pacific refugees that have not yet left the game; indeed some of our residents qualify as such themselves.  As of the time of this statement, there is and has been to foreign policy against the PRP.  Even as recently as last week we were in fact extending an invitation to open communications with their government.

On the contrary, the PRP has never made any gesture to open communications with Nasicournia.  Again and again (most recently by our Founder, Pope Hope herslef) we have made gestures on behalf of our region both on the PRP forum and the Equilism forum (please note there are three threads included there) to open communications between the government of Nasicournia and the PRP, and as you can see, again and again our attempts were rebuffed, not becayse of a reason of ours, but because the PRP demanded it be on their terms or on none at all.

The Pacific has attempted to solve conflicts with Nasicournia and the ADN via diplomatic channels. In 2004, members of the Pacific were invited to a conference that never took place. The Pacific was once willing to accept negotiation conditions on Nasicournian terms, but to expect we would do so again after our region was delivered a grand slap in the face by the withdrawal of Nasicournian and ADN representatives from said convention is ridiculous at best.

At the moment this offer was being presented, members of the Nasicournian high hierarchy were striving to rebuild Pacific Army, a region whose purpose is the removal of the sovereign government of the Pacific. The Pacific simply asked Nasicournia to cease all hostile activities via this proxy region and for once and for all, recognize the People’s Republic as the government of the Pacific via the opening of an embassy in The Pacific’s forums.

Nasicournia had no foreknowledge of nor hand in the resurrection of the Pacific Army.  We have always openly stated that we have several Pacific exiles as citizens of our region; we actively invited them to join our region during the mass expulsions executed in the past.

On the argument of their current legitimacy, these residents have never ceased in their determination to free their homeland.  They hope that any nation wrongly expelled from their home by usurpers would maintain this mindset far longer than two years later, even when others have granted the invading force legitimacy.

Nasicournia itself is a widely diverse region with nations of dual citizenship from many different regions around the world.  All of these regions hold different policies on the PRP (or none at all), and with our diverse membership, there is no consensus of opinion.  It is a "farce and a joke" to continue stating that Nasicournia itself is one of mass mindset, and furthermore to insist that we all hold the same opinions regarding the the evolution of the NPO into the PRP.

Here lies main point of conflict between Nasicournia and the Pacific - that Nasicournia is not willing to be held accountable for the actions of its members. Not just a minority, like Nasicournia’s founder would lead you to believe, but a large proportion of its most vocal members. As it was mentioned before, citizens holding dual citizenship in Pacific Army voted for the recognition of said region in Nasicournia. Nasicournia has, effectively, proved unwilling to deter its own citizens from attempting to subvert our region.

Yet again, it has not only been inaction which has been brought us to this point. Actions speak louder than words. Nasicournia has opened relations with a region trying to subvert another region’s government and its members have become active participants and supporters, both in Pacific Army and back home. This is a declaration of war in itself.

“These residents” are Nasicournian. Nasicournia as a whole has spoken in favour of those residents. Laws, statements, and diplomatic recognitions passed by a given government represent the intentions of all of its citizens. The “champions of democracy” should not neglect the consequences of the democratic process.

We are not willing to put our sovereignty in question. We are not willing to discuss once again whether the NPO or the PRP invaded the Pacific (a statement which is not only false and inflammatory, but which has been a pillar for Czarist and reactionary ideology for two years). Nasicournia has decided to challenge the Pacific and we have responded accordingly.

It is quite sad to see the PRP further persecute citizens of the Pacific for their involvement in yet another region.  This statement is undoubtedly directed at 1838/SWATH, which is further disappointing, considering SWATH has on numerous occasions also been one to promote an opening of relations (including embassy exchange) between Nasicournia and the PRP.  It seems that since their attempts to exile him by way of doctored screenshots failed, and this is the only way they can "legally" revoke his citizenship.

Nasicournia attempts to interfere with internal policy of the Pacific, namely, the process through which we grant citizenship. It also grants itself the priviledge of questioning what is lawful within our own region. Let it also be noted that Nasicournia itself praised the manner with which the perpetrator of those fake screenshots was brought to justice and that all charges against 1838/SWATH were dismissed. Unlike Nasicournia, the Pacific bounds its own members to law and punishes those that compromise our standing with other regions.

Perhaps our citizenship policies need to be adjusted so that similar dual citizenship controversies that led to the statement of policy of the Pacific towards Nasicournia do not surface in the Pacific itself and bring us into conflict with another region.

The citizens of Nasicournia had been wondering about the renewed propoganda campaign being perpetrated by the PRP against our sovereign region as of late.  Today's statement released by the PRP, which basically amounts to a declaration of war, definitively explains the recently increased activity.

Any and every nation and region of the international community who peruses the tabloids and news stories of the PRP, in combination with statements made on their own home forum and abroad, will easily witness that certain members of the PRP government have openly and actively attempted to provoke Nasicournia long before now.  They will also be able to see that no such provocation exists here or in Nasicournian activity abroad.  We have adopted a policy of ignoring such propoganda and attempts to provoke conflict in the past.  Unfortunately with this outright threat, we are no longer able to do so.  We hope the international community comes to understand this in the tumultuous days to come.

Nasicournia has always had problems facing the truth and assuming responsibility for their actions. We have taken the actions of regional founders as representative of their respective regions. Their attempts at "ignoring our propaganda" have been unsuccessful at best, given the latest attempts to discredit our latest article (yet failing to provide evidence that would support their claims).

With this statement, we recognize the threats presented to us by the People's Republic of the Pacific.  With no option of peaceful resolution or diplomacy left available, from here on out we will react accordingly.

Let it also be noted that the person who helped draft this statement is an active member of Pacific Army and has vouched for their cause on the Pacific fora and elsewhere.

Capital City

-The University of the Pacific is underway, classes in a variety of subjects have started. This Ambassador is taking the Francoism class taught by Unlimited.
-The Department of Justice exercises regular hygene and cleanses the Pacific of cavities.
-Immigration in general is down in NationStates, but the Pacific holds strong.
-We congratulate the Bureau of Pacific Intellegence on protecting the Pacific behind closed doors.

The Provinces and Ministries

-About half of the provinces (Aegis Pacifica, Pax Pacifica) now have an assembly of some sort.
-The People's Milita has just completed a tour of duty in a Warzone region.
-The Ministry of Finance is working on population studies.

Now that the situation in the West Pacific has diffused a bit, I would like to post the following statement issued by our esteemed Senator of Diplomacy concerning events in the West Pacific on the evening of 17 January 2006 (14 Respublica 2YR).

Comrades as Viceroy of the Pacific and Senator of the August Revolution I stand here to comment on events in motion in the Region of our Cousins the West Pacific.

Last night the Delegate began a Revolution of Regional Self determination. The Region had ground into stagnation and chaos over their neverending rewrites of the Constitution, violent bickering over Government and general posturing. The roots of this are directly attributable to Userite Interference in the form of the Acronym Presence striving to enslave our Cousins.

We have intervened against prior Upheavals in the West Pacific previously, this time we will not. This is a Revolution designed to shake the shackles of those who covet the Resources of our cousins vis a vis "Citizens" or plants seeking to gain concessions for their extra-regional Influences. Given the Rebels are already gathering in Nasicournia this plays out as verified by their actions.

After intense scrutiny and dialogue the Senate has come to the conclusion this is a just Revolution and we hereby voice our Unfaltering Support. We will intervene with all available resources and means to support the new regime in the event they are attacked. We will carry the whirlwind wherever and however we can with all means at our disposal.

This is how we in the Pacific began Comrades, we shook off the shackles of apathy and chaos. Revolution is a fire, not a negotiation. We now enjoy the Great Society because of our violent and tenuous beginning and it was correct. The New Order in the West Pacific is also correct. It is time for us to shoulder our weapons once again Comrades in aid of our cousins. We must defend Feederites against Userite Aggression. The Militia awaits you.

I'd like to pass on the following message from our dear Comrade Mammothistan:

In a closed planning session of the Ministry of Culture it was proposed a Great Pacific Literary & Artistic Festival for the Aurora Borealis period. It was decided:

It is to be named the Pacific Bacchanalian Street Faire.

It is to be internationalist, celebrating the cause of our Brotherhood of Man.

It is to be launched by our Ministry of Culture, with the cooperation of our Ministries of Finance, Gaming, Security, and Science.

The Ministry of Finance is to launch our Great Pacific Music Project.

The Ministry of Gaming is to promote the spirit of Artistic Achievement, as well as operate the booths which will line our city streets. There will even be a dunking tank.

The Ministry of Security is to create pedestrian zones for the whimsical milling about and nothing-doing which will take place. Loiterers are to be strictly monitored and punished.

The Ministry of Science is to give a seminar on our hollow earth and Hitler's secret Antarctic hideout. Phrenology and squaring the circle will also be discussed.

It is to be promoted by our Diplomatic and Press Corps, accepting and encouraging submissions from all good Pacificans equally among foreign poet-laureates, beatniks, and adventurers.

It has been tentatively scheduled for the 16th of this month for a two-week period (commong calendar).

First off, I'd like to convey the Republic's best cheers and congratulations to the North Pacific on the marvelous success of their elections and hopes that these next few months will be fruitful. As we in the Pacific gear up for our elections, I do hope that you'll see how equally alive the democratic process is in our region. Next term as ambassador, I hope to improve relations between our two regions, to bridge any gaps that may have torn us apart. The Pacifics must stand together as unique members of the NationStates community and work hard to preserve their independance. I hope that I have your support in my endeavour.

Esteemed North Pacificans,

I regret to inform you that I will no longer be able to fulfill my duties as Pacifican Ambassador to the Pacific. While I enjoyed my time here, I feel that I can no longer serve either region in this position. My retirement comes after much reflection and planning. Hopefully, someone more qualified will replace me as soon as possible. I give the North Pacific my best wishes, stay true to who you are; don't let any foreign power make this mighty feeder into a fiefdom.

Following a tumultous two days of seemingly random forced relocation Pierconium of The Pacific returned control of the nation BlackAdder goes Forth to its original owner.

The owner, BlackAdder, immediately reconstituted the New Pacific Order and named himself Emperor.

Four members of the former Pacific Senate (dissolved prior to Pierconium taking control of the button) have voiced support for this change and vowed through oath to support The Pacific and the new Emperor.
 
I have received word that while the majority of TNP supports the transition to new government in The Pacific your constitution maintains strict guidelines on what can or can not be deemed a "treatied ally" or a region with Embassy recognition.

If someone within this department could contact me via PM outlining the necessary steps to maintain proper diplomatic channels here I would be most grateful.

Due to our Constitutional rules, the Embassy Treaty (which was with the Peoples Republic of The Pacific) is now rendered void. As such, it will be necessary to agree to a new embassy document of some form with the new goverment of The Pacific. Obviously this means that this embassy will be closed.

However, a decision has not been reached on how TNP will continue its relations with The Pacific. Until then you are welcome to open a Consulate in the consulate sub-forum, should you wish to do so.
