It's very clear that this is a byzantine, inscrutable system that needs changing. Imagine trying to negotiate TNP's laws as someone who just started playing NS, say, six months ago. There are laws on top of laws that pile up and create a jungle of paperwork. I wouldn't be opposed to the RA...
