I believe so. But we should be able to have temporary flags. The only addition here is the explicit Delegate authorization requirement and the one week time limit. The rest is already in 9.1.6.

The real flag will be flown unless the Delegate authorizes a different one. That different one cannot fly for more than a week. Not legislated, some reasonability is assumed.
