The list naming every impacted region is the only place in our law that chronicles them, otherwise you have to rely on sifting through our treaties. I agree that you could simply specify all allies or enemies, but I think there’s value in having the list.

I believe the list being elsewhere in the code is not a big deal. The law is clear, ignorance of the law is typically not an excuse.

I’m not quite sure how the roles and permissions work in this case but please be sure to mask @Chipoli as a temporary hearing officer per this appointment and his oath and make sure he can access the appropriate areas to fulfill that role. Thanks!

No. I think this requires something similar to the third clause in espionage, which would specify gathering the info from The North Pacific. It was intended to be an internal thing, not have foreign policy implications. Good catch.
It is. No consideration given to the words "as appropriate" though I guess. Whatever, it's not worth the hassle, I have amended the draft to specify two clauses.
Walk me through the argument for precision. How would it be appropriate for the Speaker to update the preceding clause in any other way than what is intended? I can easily add the word “two” but I’m not seeing the argument here.

I believe any delegate-granted honor under the current system is and should be a separate thing from what is being proposed here. Delegates can always do something like this as it is. An official RA award should be its own thing with its own name.
