The list naming every impacted region is the only place in our law that chronicles them, otherwise you have to rely on sifting through our treaties. I agree that you could simply specify all allies or enemies, but I think there’s value in having the list.

No. I think this requires something similar to the third clause in espionage, which would specify gathering the info from The North Pacific. It was intended to be an internal thing, not have foreign policy implications. Good catch.

I believe any delegate-granted honor under the current system is and should be a separate thing from what is being proposed here. Delegates can always do something like this as it is. An official RA award should be its own thing with its own name. NPA service deserves its own space I believe...
