I believe a cultural clash is the problem. If Grosse perceives calling someone, "dog", means a verbal expression in a derogatory, deprecating term, then it is right for him to censor the word. Apparently, he did not perceive we are not insulted by people mentioning the word, "dog".

I'm in. As an inoffensive centrist democratic nation with monarchy, we are glad to participate in a pact or conference amongst all nations similar to the interests and ideals of our nation.

Use this one for a while, then switch to a better one. Make this one as mundane as possible first, before coming up with a strikingly creative way to recruit.
