I do think that there's probably some room for change/improvement. Sometimes discussion gets bogged down in the minutiae of how clauses are numbered, for example - this doesn't seem productive to me.

If this helps the Court, then I don't see the harm in it. It's also a transparent way for people to understand who may be appointed a THO for their case, and so they may pre-emptively object to certain individuals if necessary - might make the process go a bit quicker.

Yes, it's still too premature. The Delegate will move for a recognition of a territory when the time is right, as the threshold for such a passage is lower than if you do it, and so more advantageous for the Executive. Patience.
