Against. I'm sympathetic to arguments in favour of criminalising private torture by non-state actors, but a repeal without replacement is simply terrible. A supplementary resolution to cover for GAR#9's shortcomings without a repeal would be more ideal.

I'd argue that support for better public transportation or electric vehicles to phase out fossil fuel ones would be a vastly superior "piecemeal solution" to cleaner diesel. If the author pursues in that direction, I'd be happy to give my feedback and support.
