I can only speak to what I saw as Delegate and a government minister but the assertion that Nimarya was not opposed by the old guard is not one that matches up with my recollections. I won't say more because it was a relatively long time ago now and I'd much rather the NPA focus on the future...
I think I'd be more comfortable with longer terms than shorter ones, but in general I'm in favour of this proposal I think and will probably support it (or at least, not vote against) at vote if it isn't changed to match my preferences.
My only worry with this bill is that making the official responsible for potentially prosecuting the delegate beholden to the delegate for appointment and re-appointment you run the risk of that official holding off on doing so so they don't risk not being re-appointed. You've tried to reduce...

Former multi-term Speaker here. I was never hamstrung by the two legislative vote limit and it was never a problem. Spreading out votes across a longer period of time encourages good legislative practice anyway.
Against this, I don't think there's a clear benefit to changing how things work right now and I'd rather not overburden the Speakers Office with having to track and count a great many legislative votes at any one time.
As someone who heavily pushed for declassification at various times, it's clear that that was a mistake and rather than improving transparency, it's just become a bureaucratic millstone around the neck of the executive. Full support.
