How is the Bill of Rights enforced then?

I also think the adminship model that TNP has is pretty much the gold standard. TNP also has a very well developed and used court system -- people might claim its even overdeveloped. The problem with TSP is it outsourced its justice system to the admins and made it a pretty privileged position...
