2013 Petition on State Rights
Section I: Organization
  • The Legislature of Andulus, the Circles of Society, as the embodiment of the Andulan People shall be the highest power in the land.
  • The Legislature shall be mandated to maintain no less than four councils.
    • The mandatory councils shall be the Grand Circle, along with the circles on Judicial, Military and Administrative Affairs.
      • The Judicial, Military, Administrative, along with circles other than the Grand One shall be referred to as High Councils.

Section II: Establishment of New High Councils
  • The Andulan Legislature shall have the ability to create non-mandated councils though the following methods.
    • Though a Legislative Petition in the Grand Circle, which gains no less than 50.5% support of votes cast.
    • Though an Administration Order which gains at least 66% support of the sitting council on Administrative Affairs.
    • Though a unanimous Executive Degree of all sitting Council Directors.
  • These new councils must have a specific focus and limited scope of power.
  • If a council is created using the second or third method they can be overturned by a 50.5% vote in the Grand Circle.

Section III: Law Creation
  • Andulan Law can be created through the following methods.
    • Though a Grand Petition in the Grand Circle.
      • These must gain an endorsement of 5% of the population to go to a full vote.
      • To be codified these must gain a minimum 50.5% of a full vote.
    • Through a Council Order in one of the High Councils.
      • These must gain a 66% endorsement of the current Administrators and the sitting Director.
    • Though an Emergency Decree endorsed by all sitting High Council Directors.

Section IV: Administrative Council
  • The Administrative Council shall be charged with overseeing the other councils along with being responsible for keeping the Andulan Government funded.
    • To this effect the Administrative Council shall have the final say over any Sovereign Wealth Funds and Tax Systems.
      This Council shall be charged with overseeing the other High Councils to prevent corruption.

Section V: Military Council
  • The Military Council shall be the civilian oversight committee holding authority over the Andulan Armed Forces.
  • It shall also be charged with the general defense of Andulus allowed to create departments and military branches to ensure the protection of Andulan Citizens.

Section VI: Judiciary Council
  • The Judicial Council shall be the highest court in the land charged with being the last line of defense of Andulan Law.
  • They shall also be charged with the creation and leadership of a national court system to handle both civil disputes between citizens and criminal charges against citizens.

Section VII: State Limitations
  • All citizens of Andulus shall have unvoidable rights that the state shall not strip away.
    • The Right to Speech
      • All citizens of Andulus shall have the right to form and express their opinions.
    • The Right to Religion
      • All citizens of Andulus shall have the right to subscribe to or not to subscribe to a religious faith.
      • The Government of Andulus shall not under any circumstance make laws creating or promoting a national religion.
    • The Right to Justice
      • No citizen shall be detained for a prolonged period without a trial.
      • All citizens have a right to a trial in a reasonable timeframe.
    • The Right to Education
      • All citizens of Andulus have a right to a free Primary and Secondary Schooling at the expense of the state.
      • All citizens shall also maintain the right to subsidized Tertiary education.
    • The Right to Equality
      • All citizens of Andulus shall have equal protection under the law no matter sexuality, gender identity, sex, ethnicity, species, race, or other factors.
