General Assembly Resolution #82 “Universal Clinical Trials Act” (Category: Social Justice; Strength: Mild) shall be struck out and rendered null and void.
The Assembly of Worlds,
Acknowledging that clinical trials are of great utility in determining the effectiveness of pharmaceuticals;
Noting
GA#82 Universal Clinical Trials Act’s first requirement is for all clinical drug trials to use placebos and control groups;
Arguing against the ethics of using such techniques when there exist other proven effective treatments against certain ailments, many of which are life threatening;
Criticizing this requirement for putting many participants in serious danger for little or no improvement to the merits of a given clinical trial;
Lamenting the lack of clear definition of "clinical trial" in this resolution, which consequently both creates ambiguities in enforcement and restricts the potential different types of clinical trials which may be used in member nations;
Remarking that nowhere in GA#82 or in existing General Assembly canon are clinical trials mandated in the first place when testing drugs or other treatments;
Therefore questioning the utility of the Clinical Excellence Commission (CEC) and its mandate when any state opposed to its burdensome oversight requirements could forgo clinical trials altogether in avoidance of them, or alternatively seek to exploit the ambiguity in the definition of a "clinical trial";
Accordingly criticizing the CEC as an overreach of World Assembly authority and a needless additional bureaucracy, including for its ability to oversee clinical trials while it is likely that most nations already conduct necessary levels of oversight on their own and the lack of outright exemption for classified studies;
Hereby repeals GA#82 Universal Clinical Trials Act.
