Higher Education Convention

The World Assembly,

Acknowledging
previous attempts by the General Assembly to promote international education;

Believing that member states alone reserve the right to determine accreditation of member state university level programs;

  • Defines
    1. Higher Education Institution (HEI) as a facility which provides post-secondary education whereby an individual receives an academic degree, certification, or license. This includes, but is not limited to colleges, universities, research institutes, military academies, religious seminaries, or trade schools.
  • Enacts
    1. Member states shall have the sole authority to provide formal guidelines for accreditation to all HEIs within their jurisdiction.
    2. Member states shall make public and freely accessible the following information:
      • All guidelines for domestic HEIs;
      • A list of accredited HEIs within their jurisdiction; and
      • A list of international HEIs recognized for reciprocity by said member state.
Note: Only votes from TNP WA nations, NPA personnel, and those on NPA deployments will be counted. If you do not meet these requirements, please add (non-WA) or something of that effect to your vote. If you are on an NPA deployment without being formally registered as an NPA member, name your deployed nation in your vote.

Vote FOR “Higher Education Convention”.

Overview
This is a short and concise piece of positive legislation, with the main goal being to block the World Assembly from determining the accreditation (the formal acknowledgement) of a Higher Education Institution (HEI). The proposal begins by defining what constitutes an HEI. The proposal then bans member-states from controlling the accreditation process for HEIs. The proposal finishes by requiring member-states to publicize all domestic HEI guidelines, accredited HEIs within their nation, and a list of international HEIs recognized by said member-state.

Recommendation
This proposal is a positive step towards championing the valued sovereignty of member-nations. It allows member-states continued rights regarding higher education and accreditation, whilst making sure further proposals may not legislate on the specific topic. In addition, this proposal has no major apparent downsides concerning the legislation it carries out.

For these reasons, the Ministry of World Assembly Affairs recommends a vote FOR “Higher Education Convention”.
