Normalized Templates For Passports

Recognizing the benefits of standardized passport arrangements, as outlined in GA#717;
Acknowledging the criticisms brought up in GA#761; and
Hoping to reconcile these issues with the ease of travel, increased safety, and cost savings gained by standard passport arrangements;
Hereby enacts as follows;
- Definitions:
- The Passports, Nationality and Refugees Administration is hereby renamed to the "Office for the Standardization and Efficiency of Passports" (OSEP)
- "Passport" is a legal form of identification used for international travel.
- "Compliant passport" is a passport which abides by the standard templates designed and distributed by OSEP.
- Passport templates:
- OSEP is assigned the role of establishing normalized templates and arrangements for passports, by which all WA member states must abide.
- The use of such templates shall ensure each passport provides sufficient information to quickly, easily, and securely verify the identity of the individual to whom it has been issued.
- Such templates shall be designed in such a way as to incur minimal cost in their production, administration, and distribution.
- Such templates provide the minimum requirements for a compliant passport; additions and improvements may be made at the discretion of the issuing WA member state as long as they remain compatible with the templates designed by OSEP.
- Templates will be updated as necessary to reflect advancements in security technology and for other purposes at the discretion of the OSEP.
- Member Nations utilizing less common technology for passports may request modified templates from OSEP compatible with that nation's resources.
- All Member Nations must recognize compliant passports as legally valid.
- Responsibilities and powers of OSEP:
- OSEP must provide complete manuals and style guides for the manufacture and issue of compliant passports to every WA member state.
- The World Assembly Language Society shall work with the OSEP to translate relevant documentation into the languages necessary to enable travel from all populations within each Member Nation.
- If requested by a World Assembly state, OSEP may be commissioned to issue or manufacture compliant passports on their behalf at break-even cost.
- Services from OSEP not related to the manufacture or distribution of physical passports are to be provided free of charge.
