General Assembly Resolution #700 “Whistleblowing Convention” (Category: Civil Rights; Strength: Significant) shall be struck out and rendered null and void.

The World Assembly (WA),

Affirming the intent of the target resolution, GA700, to protect the rights of whistleblowers as a universal right;

Expressing the view that the target resolution is poorly worded in a key clause, namely that clause 1(b) of the target imposing the resolution on any "private entity" combined with clause (2)'s requirement that "every entity must have at least one agency in addition to any established at a higher state level" creates significant burdens on small businesses across WA states;

Noting that as an example, a farmer that runs a side hustle on their own but as an incorporated entity is required to find or establish a higher agency for compliance purposes with this resolution even if that entity has only that farmer as its sole employee;

Frustrated by the burden placed on small businesses and related individuals across WA states, even if such burden may see partial relief from such organizations as agricultural cooperatives and small business associations;

Looking forward to a replacement resolution in due course;

Hereby repeals GA700, Whistleblowing Convention.

For as author. As discussed publicly with @Magecastle the issue is the wording in the resolution regarding a "higher authority" - so basically a small business like a bakery or small farm with a single owner-employer has to go out of its way to find a higher authority to regulate it, even if it has only a single owner working as an employee - making the idea of whistleblowing redundant.
