Hello, my fellow North Pacificans and friends, my name is Ruben/Halsoni, and I’m here to ask for your vote to be your Delegate for another four months. This is my third consecutive campaign for the Delegacy, something that has never happened in the history of our region. When the law was changed almost a year ago, I knew that this was a chance that I could not pass up. After 2 years of constant changes in government, we have now experienced a consistent administration for 11 months. I believe that we need to push that further and make sure that stability continues to reign, for that is what the region needs. Should I be elected for another four months, I know that we’ll continue to be better off and able to project consistency and stability to the world.
Introduction
For those unfamiliar, hello, I’m Ruben/Halsoni, the 50th Delegate of The North Pacific and longest consecutively serving Delegate with, as of posting, 327 days of continuous service in the Delegacy. I’ve served as Security Councillor, Minister, Chief of Staff, Vice Delegate and Delegate for the past 3 years that I’ve been in TNP. My experience speaks for itself, but I’ll be a bit more detailed than that. I’ve sat on the Security Council since October last year, but have had access to those chambers since January last year as Vice Delegate and later Delegate. As Security Councillor and former Vice Delegate, I have experience in endo-tarting, monitoring our security and searching for new talent. We’re always on the lookout for new members, and I’ve stood at the forefront of that search. As a former Minister of Military Affairs, Culture and Communications respectively, I’ve had to manage large ministries that are either constantly working towards set goals or have to make things up on the spot. As Chief of Staff, I assisted the incumbent Delegate in his duties and, towards the latter half of his second term, ran the executive as my own due to the incumbent’s unfortunate real-life circumstances that prevented him from doing so himself. I’ve taken over as Acting Delegate following said incumbent’s resignation, and served as Delegate ever since. I’ll have been Delegate for a year in about a month. My credentials speak for themselves, and the experience I have in all parts of the government is what I believe makes me a good candidate for the Delegacy in this election.

Philosophy
It is my belief that as Delegate you should not be constantly checking what each minister is doing or trying to be aware of everything that goes on in the executive. It’s a large place, and unless you intend on micromanaging everything, I believe you should trust those whom you appointed to your cabinet to competently execute the agenda you set forth. I guess one could say that I am a hands-off Delegate, only getting involved in the day-to-day business of the respective ministries when I need to. I personally don’t like it when people constantly tell me what to do or what not to do, so I try to give my cabinet enough free space that they can work in. I think that has yielded great results so far, and I’m excited to continue that work in the next term. I also believe that a strong executive is essential to our region’s survival. For too long have we been stuck in bureaucratic loops that hinder progress. While the separation of power is essential to any democracy, we must not lose sight of the fact that we’re still a Feeder in a time where Feeders are constantly being taken down a peg by the site. That is why I think that sometimes decisive action can create more opportunities for growth than going through an entire legislative process that stalls the decision-making and slows the region down. But that being said, a healthy balance must be struck. Democratic participation is essential and will always be encouraged under my administration.
In short, I’d like to give the cabinet the freedom to do what they think is best for their ministry, as long as it aligns with my platform, because we value free thinkers in TNP. Growth and progress can only occur when it’s given enough space to develop.

Foreign Affairs
The Foreign Ministry has always been tricky to really give a job internally. There are the usual ideas of making staffers compile ambassador reports or try to discuss external happenings within the ministry to educate staffers on the goings on and our stance on them. I believe these ideas are worth investing in, but I think we should put our full energy into creating a consistent, future-proof, internal foreign affairs strategy that can be referenced by my successors and can have a lasting impact on TNP’s foreign policy. I will be crafting this together with the Minister of Foreign Affairs and the Foreign Affairs Committee, and releasing it in the form of a statement and Delegate Directive. I think we need to have a good look at what our identity is and how we define ourselves as a region. We are Independent, but Independence is more than just the Independent Manifesto. We will redefine what our ideology is and open up our diplomatic network to create opportunities for collaboration with a more diverse array of regions. We need to rebuild what TNP once was on the foreign stage by stepping out of our comfort zone and becoming a global hegemonic power once again.
Military Affairs
The North Pacific Army has never undergone as much change as it has during this administration. Through Project Arctic Forge, we’ve set out major changes for the NPA, like the complete reform of our rank structure, and soon we will also be amending the laws on the NPA to ensure that it has the freedom to operate as effectively as possible, ensuring that the North’s interests on the battlefield are ever safe. I will be releasing a new military directive as the law amendment is passed by the Regional Assembly, and we will be making further reforms to create more growth opportunities for newer players. We’ve been able to get some new and promising soldiers in the NPA, but it’s simply not enough. We need to keep working on recruitment for the NPA by actively advertising our armed forces to all TNP audiences, whether they be gameside, on discord or the forums. I will put out regular calls to arms for the Army whenever we are planning on doing operations here and there. I want to commend Minister of Military Affairs Cretox, whose competence and good ideas have stood at the base of the positive change we’re making to the NPA and The North Pacific’s military culture.
World Assembly Affairs
This has been a tumultuous time for the WA, and now that the GA reset has happened, we need an experienced Delegate who knows what he’s doing when it comes to taking opportunities and crafting new ones that work well for TNP’s interests. We’ve been able to increase the productivity in the WAA ministry through regular and organised communication to the staff, ensuring that we always have an IFV ready when voting begins. The internal votes have been ever deciding as they continue to serve as the primary advisory organ for our vote in the World Assembly. Strengthening and encouraging participation in these institutions is important, which is why the ministry and I are committed to creating more avenues for people to get involved in the WA and the ministry. We’ve already launched the Guaranteed Sponsorship program, which allows aspiring WA authors the opportunity to receive the backing of the largest WA vote and our strong diplomatic network. We’ve been able to stay true to our Independent ideals in the World Assembly by negotiating with voting blocs like the Sovereign Seven on new positive legislation in this new WA, and I have to say, these talks were fruitful as we’ve ensured that continued cooperation with the S7 is guaranteed under my administration. We must not get blinded by IntFed or NatSov ideology, though, and that is why we will always put TNP and TNPers first when it comes to voting in the World Assembly. If a TNPer has received Guaranteed Sponsorship, we will always vote in favour of their proposal even if the diplomatic consequences of that aren’t favourable. Why? Because we believe in the principle of TNP First, and that is what we will continue to support in the World Assembly. Additionally, in collaboration with our friends, allies, and many other partners, particularly Europe and the Commonwealth of Sovereign States, we have managed to give our very own Chief of Staff Islandwalk a seat on the World Assembly Secretariat, where he now serves as the fourth-highest-ranking member of that body, representing our collective interests in the World Assembly through influential IFVs that get displayed on the voting page.

Integration
Our Integration Ministry has been incredibly productive over the last term, and I know that this administration has more in store for that ministry. We will continue to review our resources to see what needs updating or what we could need in addition to our existing dispatches. We’ve continuously recruited with thousands of recruitment telegrams sent every week. We’ve welcomed new nations to our region and offered them opportunities, because we know that everyone can succeed in TNP. We believe in The North Pacifican Dream. We are the region of second chances, and that means that we will offer you a home if you can participate in our region and become a TNP titan like so many before you. That’s the job of Integration, not to just get more nations into TNP, but to build and create new TNPers who live and breathe rum and democracy. Our Frontliners program, established all the way back during Chipoli’s Delegacy, has grown ever stronger and ever more successful. Not a day goes by that I do not see this group in action on the RMB, making sure that this vital area of TNP is covered with TNP culture and the presence of the government is well-known. The Gameside Advocates have also been tremendously successful this term. They’ve ensured that our RMB is orderly and representative of our values by moderating it and creating a positive and encouraging atmosphere that is welcoming to everyone. Their work is thankless, so I want to use this opportunity to thank them for their amazing work during my Delegacy, and I look forward to collaborating with this group in my third term as Delegate, should the region once again entrust me with that responsibility.
Culture
Culture is always a difficult ministry to really give a concrete purpose because it’s so vague. But Culture is everything, which is what I’ve come to realise both as a former Minister of Culture and Delegate. Culture has been really active during my Delegacy, and I know that Minister Arty, in combination with their excellent staff, can create even more lasting cultural change in TNP. We’ve seen this term how Rocket Bot Royale became an essential part of our culture, where we participated in multiple World Tours and ended very highly in the ratings. We’ve hosted large-scale events like the currently ongoing TNPCamp. We have had successful minor events like Theme Thursday or GeoGuessr, and special celebrations for our celebration and memorial days. I intend to continue that work into the summer and the fall. We will continue to do what we’re doing under my administration, but always remain open to new ideas from foreign, RP and other partners.
Communications
Reestablishing this ministry was quite a leap of faith, and at first, it flopped a little bit. But! Thanks to the efforts of Minister Isenoka, this ministry has seen a complete and total revitalisation. We’ve been able to release The North Star and several incredible issues of The Northern Notes. We’ve used our platform as the premier news source of the GCRs to promote our values and what matters. I know that this administration can do more in this field, like election watches and radio shows. Radio will be making a grand return in the new term under this administration in the Communications Ministry, and I’m sure that you are looking forward to that just as much as I am. Imagine regular shows on hot topics, or just chill with some more entertaining radio shows. Communications can do it all.
Miscellaneous
The Delegate Directives are coming along nicely. As mentioned, a military directive is in the works, and I’m personally working on a new medals and awards directive, which, thanks to the help of a talented designer, will make its way into the day-to-day life of North Pacificans. Rewarding committed TNPers who are giving everything they’ve got to our region is a big priority of this government, and I believe that this directive will help with creating incentives to contribute to the region. Other than that, we will continue to work on our long legislative agenda to streamline TNPs government and rid it of some of the more ridiculous bureaucracy that we’ve got here. The RA will have another busy term, which we like.

And there we have it, my third campaign for Delegate. I hope I was able to convince you to once again vote for me. We have been able to stay consistent when it comes to government policy instead of shifting focus at every fart. We can focus on our future as a region in this changing world, now with the GA reset and the lingering consequences of the Frontier update. This election is competitive, which was unexpected, but I hope that this platform has convinced you that I’m not out of juice yet and that experience and consistency are preferable over vague populism.
