International Forum for Co-Operation and Development
Our mission
The International Forum for Co-Operation and Development (IFCD) is an intergovernmental organisation established in 1953 to promote economic growth, stability, and improved living standards through policy coordination among member states. It evolved from the Organisation for Economic Development, which had been created to administer post-Fascist War reconstruction aid. Today the IFCD comprises mainly high-income economies, though it also engages extensively with emerging and developing countries. Its central function is policy analysis and benchmarking. The IFCD collects comparative data, produces economic forecasts, and develops evidence-based recommendations across domains such as taxation, education, employment, trade, digital governance, environmental policy, and public administration. Rather than exercising regulatory authority, it exerts influence through soft governance mechanisms: peer review, standards setting, and the dissemination of best practice. The organisation is widely known for flagship outputs including the Forum for Global Education (EDUMUND), economic outlook reports, and guidelines on corporate governance and anti-bribery practices. These instruments shape national reform agendas by providing internationally comparable metrics and policy frameworks. Institutionally, the IFCD operates through a council of member governments, specialised committees, and a permanent secretariat based in Himeji, USK. Its work is financed primarily by member contributions.
