Confirmation of Art Landia to the Election Commission

I hereby appoint @Lord Dominator, @Arty and @Ambis to the Election Commission.
@Arty has been appointed to the Election Commission by the Delegate. Noting that this nomination is subject to confirmation by the Regional Assembly, I hereby open the floor to debate and discussion on this matter. I invite the Delegate to give a statement in support of the nominee.

Should this reach a vote, I put the following motion before the Regional Assembly:

The Regional Assembly, acting upon the nomination of the delegate, confirms Art Landia to the Election Commission.

Art is someone who has been working hard in TNP's government and is looking for more things to do. Art has served as a former Deputy Speaker, which includes the job of counting votes on bills. Although elections are different from legislative votes, I'm sure Art can get the hang of it. He currently also currently serves as my Minister of Culture, so he also has some executive experience. They have my full confidence.
 
Can I check that the nominee knows basic skills such as using a calculator, the understanding of Arabic numerals, additions, and the ability to use spreadsheets?

More to the point, the EC does have a complicated set of rules, and the CEC not the Delegate is responsible for training. (At least that was the case when I trained to be EC)

Calculator: How should I prove it to you?

Arabic Numerals: They are 0, 1, 2, 3, 4, 5, 6, 7, 8, and 9.

Addition: 528 + 416 = 944

Spreadsheet: As a part of the legislative team, we had to edit a citizen/resident registry which was a spreadsheet
