The North Pacific Army Unrestricting Amendment

I've seen discussion about the NPA being restricted in what they can do, and that there is desire for an amendment to at least be proposed.
After looking into the existing class A restrictions, most appear to be easily reversible*. The exceptions are the closing of embassies - though those take 4 days to close so unless we are keeping control for that long it can be halted - and the changing of the World Factbook Entry, which from what I see has no version history keeping previous ones.

With that said, I propose the following,

1. Chapter 7 of the legal code is amended to read as follows;

48. The following are Class A restricted actions:

  • changing a region's World Factbook Entry without providing the region with the original content of the World Factbook Entry or a straightforward way to access that content;

  • closing embassies;
  • altering a region's pinned dispatch list;
  • suppressing posts on a Regional Message Board;
  • closing or opening a regional poll;
 
I see the logic behind this. I think the wording of it needs work though. Do we really need:

if there’s only one?

I do think an element of accountability is required for all the actions currently listed in Clause 48 but I agree it probably doesn’t require explicit permission from the Delegate. Perhaps moving the WFE action to Class B, keeping the rest of the Class A ones, removing the Delegate permission part of Clause 52, but keeping the requirement for the WA to be informed of Class A actions, is an idea?

Against. The number one rule of the NPA is that it is run by the acting delegate. As the delegate all sorts of exceptions can be made and nothing is done without the Delegate's approval. The NPA. when it does tag, does provide the native with a copy of the WFE that's altered and the only embasis that are closed are those to regions we are at war with or we identify as things like facist. Brotherhood of Malice is an example. Major execptions also include the game creates warzones who's purpose in anything goes. We respect the user created warzone ot TEp as a regular region.
The NPA also doesnt need people outside of gameplay tying to dictate how it operates. restricting missin types decreases the ops we can do that decreases intrest. The NPA isnt coming into your role plays making rules. Consider the NPA as a role play with a few residents participating
 
Against, I believe that Class A restrictions are easy enough to exempt and I just don't see enough of a reason to pass this law.
