Hello fellow North Pacificans! My name is Ruben (Halsoni on NationStates), and I’m here to ask for your vote to continue to be your Vice Delegate. I don’t expect this campaign to be very long, but here we go. There will be an itemised list at the end for anyone who wants a tl;dr.


Who is this Vice Delegate guy?


I've been active on NationStates for nearly four years and have spent just over two of those years in The North Pacific. Throughout my time here, I've taken on various roles, including Deputy of Everything (trademark pending), Minister of Communications and Culture, Chief of Staff, and now I proudly serve as Vice Delegate for a full term. I've detailed my experiences extensively in my previous campaign, which you can find here.


What has this guy done as Vice Delegate?


In my platform, I promised the following:
  • Responsibly chair the Security Council, listen to their advice, and create a synergy to successfully combat security threats to the region.
  • Work with the Security Council on declassifying logs and plough through the backlog by regularly initiating conversation through various means.
  • Halt the fall in endorsement numbers by requesting the Security Council to actively gather endorsements in multiple ways, utilising the WADP, and creating a cooperative culture with the RMB community to more effectively stimulate endorsement swapping.
  • Swiftly process citizenship applications and consult the Security Council whenever I have concerns regarding an applicant.
  • Regularly report to the region with Vice Delegate Reports on a biweekly schedule and divert from this whenever a serious situation calls for it.
  • Stay up to date with the executive and be ready and briefed in case of a foreign threat.
  • Stand strong and lead the region in an Acting Delegacy in case the elected Delegate resigns or goes rogue.

The Struggles

I’m pleased to say that I’ve managed to follow through on nearly all the promises I made. However, I’ve struggled with two specific areas: the declassification of logs and the utilisation of the WADP. Unfortunately, the latter has been out of my hands since I lack the necessary tools to create it. I had to rely on someone else, who, for reasons I can only assume were related to their personal life, often fell short in delivering it. This has led to the WADP not being published consistently, resulting in a significant absence of WADP Awards throughout most of the term. I'm quite disappointed that things didn't go as I envisioned, but I do have some solutions in mind, which I’ll address later.

As for the declassification of the logs, I take full responsibility. I haven't quite found my groove and still struggle with determining what should or shouldn’t be declassified. Coupled with my numerous other commitments, this makes it tough to carve out time for it. Since making real progress likely requires a full term, declassification has unfortunately taken a back seat on my list of priorities. It’s a rather tedious task, but it’s one that must be tackled. Additionally, it hasn’t helped that I couldn’t arrange moments for someone from the Security Council to assist me in getting started with the declassification process.


What has this guy learned as Vice Delegate?


For starters, I’m now familiar with pretty much everything the Vice Delegate does. I’m aware of the process with the citizenship applications, potential absences (both mine and the Delegate’s), what plans are realistic and what aren’t, how to effectively chair the Security Council without being too overbearing or forcing my own will, how to approach certain situations, what my position requires of me as a person and so much more. This has truly been an amazing learning experience, and I’ve been able to do what I love and what is most effective for me: learning on the job.

While there are certainly things I would’ve done differently, I am glad to say I’m proud of what I’ve been able to do this term. I’ve consistently been able to meet my campaign goals whenever they were within my control, and I’ve assisted the executive government in many ways, especially when I was appointed as the Delegate’s Chief of Staff. This term served as a learning experience for the most part, but now that I’m familiar with the job, I’m excited to be a little bit more ambitious with my plans.


What is this Vice Delegate guy going to do?


Well, I will continue to push what I’ve been doing over the last term. I commit to the biweekly Vice Delegate Reports, including the liquor cabinet update, the pinging dispatch, and the other regular duties you see me perform. Along with that, I will discuss with the various tech people who have access to the WADP code how we can fix the issue of missing WADP Awards over and over again, and if it’s possible, give me the tools to generate it myself.

In my second term, I will also be endeavouring to stay more on track with the citizenship applications, as I noticed that at the start of the term I was a bit wishy washy with keeping up with it. Later on, I got the hang of it a bit more, and now it’s smooth sailing, but I’d like to prevent that from repeating itself this term.


Conclusion


I reiterate both what I’ve said in this campaign, as well as in my first one. All those goals remain the same, but if I find an area that needs more attention, I will be sure to give that my full attention.

During my Vice Delegacy, I will…
  • Commit to all my previous goals laid out in my first campaign.
  • Endeavour to do better regarding the declassification of logs.
  • Open up discussion about the WADP Awards and how we can streamline their release.
  • Create structure for myself so I stay up to date with the tasks I need to perform.
  • Remain a strong presence in the executive and support the Delegate’s agenda whenever they need it.

Thank you! I appreciate your support. As I've already expressed in private, I had my reservations when Chipoli appointed you as Jinkies' replacement, but I stand completely corrected as you've served as a great Minister of World Assembly Affairs. I'm happy and grateful to hear that I've been able to play a role in your career in The North Pacific.

Thank you for the question, first of all, Comfed. More people will need access to the tech that generates the WADP Awards. Currently, only Sil and Kasch have that, but I would seek to get access myself. That way, it's my responsibility as Vice Delegate, and I won't have to rely on someone else to do it for me. I might be misunderstanding your question, though, because I don't see a reason for a larger number of trusted people being able to operate the WADP. In my view, it would remain as the tech people who develop it + the Vice Delegate (and maybe the Delegate/a minister, should they need it).

Your work this past term has heartened me in this regard, but as I did with Chipoli & Picairn, I'll ask the same questions to both you and your challenger:
How would you communicate what I (and I think many TNPers) view as the inevitable long-term decline in WA power and its associated benefits (e.g., influence, delegate votes)?
Furthermore, how will you seek to change government messaging, both internal and external, on this critical issue?

Thank you for this question. It's very interesting and has gotten me and my brain cracking and crunching (if that's a normal thing to say). I'm not one for typing text walls, especially not in this election, so I'll keep it nice and digestible.

The F/S update has permanently changed our situation and has made it apparent that we cannot take our world-leading WA vote for granted anymore. While we are pushing as hard as we can against this decline, it will inevitably continue to hurt us in one way or another. We've established that the residents of TNP, especially those not actively involved in gameplay, are not as clued in on the goings-on in the world. That's clearly an issue that I'm glad you pointed out.

I like stats. I like pretty graphs. I think these are tools we should utilise while educating the residents of TNP on the hit that the F/S update gave us. There are many ways of messaging that we could use, some of which my opponent already pointed out. I have to say, I agree with the things Gorundu said. Those are fair ideas that I would definitely consider. But, as I'm one of the most involved Vice Delegates in the executive in recent times, I think I would look further than just the tools available to the Vice Delegate or the Security Council. As the Delegate has pushed this education agenda with regard to the FA Digest, I think we can widen the scope of that to big happenings in the game in general. F/S is certainly something that should be acknowledged and explained in TNS articles, TNN issues, NBS Radio episodes and other avenues that the government has access to. Adding information to the WADP and advertising through the RMB and telegrams is nice, but I believe we can take it a couple of steps further. I think whoever the Delegate ends up being, they'll be more than willing to invest in this idea to create this sense of urgency about our WA numbers, especially for the regulars on the RMB who generally don't really care about all that stuff.

As to changing the government's messaging, I feel strongly that we need to support up-and-coming people and educate them on what is going on. Heck, even if they're not some new hotshot, we should invest in a good education on critical topics for everyone. I think creating avenues to learn through reading articles, listening to podcasts, or providing extra information in relevant dispatches, such as the Handbook or the WADP. The tone of voice should be simple and digestible for newcomers to understand. F/S is a complicated update, and I'm certain I don't even understand all aspects of it. Thus, it needs to be comprehensible and easy to access.

I appreciate the answer to my question, I agree that graphs are one of the best ways to communicate data! I also appreciate the diversity of programs through which you propose this communication, and that you tie it in to education. Good luck on the rest of your campaign ^_^

Regarding transparency, I want someone in the VD seat with a plan for declassification. This is the work that directly affects me, and requires a not insignificant time commitment on my part. The backlog on discord is over 600 pages. Tackling it would best be done methodically and predictably. I will commit to help. Tell me you can commit to regularly preparing 50 pages a week for the SC to review, after which you will then release the information to the public.

I have a busy life outside NationStates as a college student, which directly impacted my ability to tackle the declassification problem. While I cannot reasonably commit to 50 pages a week while school is still going, I can commit to facing it head on as soon as my summer break starts in July. I am not a numbers person and thus won’t say I will do x number of pages in x time, but I know that once I’ve got the free time I will start chipping away at the backlog. I understand this might not be the answer you’re looking for, and I obviously won’t be offended if you vote for my opponent as a result, but I also believe that I am realistic in my expectations and won’t promise things I know I cannot do. I hope you can at least appreciate the honesty.

Like I said, while I cannot commit to 50 pages a week while I’m busy with college and a million other things, I can commit to tackling the problem when my summer break starts on the 14th of July and I promise to make significant progress. I also encourage you to yell at me in the Security Council channel if you catch me slacking :P
