The Union State of Kyowara (abbreviated as the USK, kr. 共和連盟, Kyowa-renmei), commonly known as the Union State or Kyowara (kr. 共和, Kyowa), is a country in Northern Kian, bordering Valencia to the west, Midir to the east , and the Sea of Kyowara to the north. It is a federal republic of 38 states, and has the federal capital Shinji located in the State of Tohiro. The capital and the largest city of Kyowara is Shinji with a metropolitan area population (Greater Shinji Area) of 48 million as of 2025. Other major urban centres include Sakai, Himeji, Shiba, Aichi, Matsue and Sakegawa. Kyowara is a nation of major harbours over the Sea of Kyowara, as well as the Pearl Sea and the interior seas of Megitsune and Tohiro. With a population of 196.3 million and growing, Kyowara has been one of the most populous countries in Eras since the Tadoji Era. The total land area of Kyowara is 663,560 km².

The first unitary state in Kyowara was formed after the shōgun Morishiro Hasegawa of the Osaichi Shogunate assembled the daimyōs (feudal lords) of the Twelve Realms, thus declaring the Empire of Kyowara in 1476 under the House of Hasegawa with its capital set in Osaichi (now a ward of Shinji). There has been a colonial rule imposed by a trading company which lasted until 1802 with the Kyonese Revolution. After the deposition of the colonial rule in a six-year-long revolution campaign, the ryōiki (independent small nations) started to emerge as sovereign states and left the region disunited until the Daiichi Conference held on 18 May 1801. President Junichi Umeda signed the Declaration of Federation the same year on 25 May 1803, thus declaring Kyowara an unified state. Originally, the Union State had 21 states, but later expanded through accession of nations to statehood and military campaigns. Yamato was the last state to join the federation after regional leader Taira Keakaleilani signed the Okubo Accords on 29 March 1962.

The national currency of the Union State is the U.S. Wan (₩ or USW), one of the most stable currencies in Eras and among the five most traded, printed by the Union Reserve. Economically, the Union State is a world exporter of electronics, technology, pharmaceuticals, chemicals and steel and is a soft power through entertainment and media. The GDP of the Union State as of 2025 has been IBU$8.591 trillion, with a per capita index of $43,762. Kyowara operates as a liberal free market, however some government enterprises also exist albeit rarer. The Union State is a resource rich country with petroleum, natural gas and cobalt - however the nation has been primarily using nuclear energy for electricity production since 1970s. As a homogenous country, 94.62% of the nation is of full or partial Iziku descent, while migrants from Aria, Seinoku, Nagumay, Skanda, Iraelia and Saintogne form major communities in urban areas. The current birth rate of the country is 2.03 births per death, and the nation has opened up to immigration in recent years.

The Union State of Kyowara is a densely populated country with a population of 196,330,400 recorded in 2024, housing multiple metropoles and large cities. In Kyonese administration, defined by the Home Department, there are a total of twenty cities classified as "designated cities" and sixty-two as "core cities". Shinji itself is not administrated as one city, but rather is divided into twenty wards, each treated as cities. Urbanisation in Kyowara peaked in the 1960s, known as the Blossoming Decades, and the expansion of cities are still rampant to this day.

The Union State of Kyowara is a federal republic of 38 states, 21 of which have been in federation since the Declaration of Independence in 1803. Both the states and the Union State as a whole are each sovereign jurisdictions. The Tenth Amendment to the Union State Constitution grants states the authority to exercise all governmental powers not assigned to the federal government. Each state operates under its own constitution and government, with both the states and their residents being represented in the Congress, a bicameral legislature comprising the Senate and the Federal Diet. Every state elects two senators, while the number of representatives is allocated based on the most recent constitutionally required decennial census. Furthermore, each state selects a number of electors for the Electoral College—the body responsible for electing the president of the Union State—equivalent to its total number of representatives and senators in Congress. The federal district does not have Senate representation but is assigned a non-voting delegate in the House of Representatives and is also granted electors in the Electoral College. While Congress holds the power to admit new states, it cannot form a new state from the territory of an existing one or merge multiple states without the consent of all affected states. Any newly admitted state is placed on equal standing with those already in the Union.

The largest state by population is Tohiro, with a population of 52,113,560 people, while the smallest state by population is Iwa with a population of 103,180. The largest state by land area is Bandai with a land area of 461 970 km² and the smallest state by land area is Iheya with a land area of 27 035 km². Moakea is the last state to be admitted in 29 March 1962 with the Okubo Accords signed by moi Taira Keakaleilani and Kyonese president Kazuyuki Oizumi.

National Symbols of Kyowara
共和の国章

The Union State of Kyowara officially has five recognised national symbols, which are the red fox for the national animal, black heron for the national bird (as featured on the federal seal), Niso fish for the national fish, Kyonese cherry tree or sakura tree for the national tree and the ume (plum blossom) for the national flower. The status of national symbols are protected by the Federal Constitution of Kyowara as its Article 4.1, which outlines and protects them on a constitutional level. Each one of them have significant meanings in Kyonese culture and the Kamito religion.

The red fox is considered sacred in Kamito tradition since it is believed that many kamis and ōkamis disguise themselves as foxes, including the vixen deity Megitsune. Symbolism of red foxes is usually used to attract fortune and luck, to protect oneself from disaster, or to defend oneself from evil spirits. Seeing a fox is interpreted as a sign of luck, while killing one is believed to bring the curse of misfortune for twenty years as a condemnation from gods. It is also common to see fox pendants in Kamito shrines across Kyowara.

The black heron is regarded as the "messenger bird" in Kyonese tradition. Their solitary nature, self-reliance and ability to adapt is often celebrated, as the bird symbolises resilience through patience and wisdom. In Kamito belief, it is said that the black heron fought the yōkai horde of Tsuchigumos (spider demons) by eating them during their attempt to shatter the division between the overworld and the underworld, thus becoming a symbol for keeping the balance of the good and the bad.

The niso fish are a coloured variant of the general carps that were domesticated during the Taiji Era around the 4th century for consumption purposes, however the ornamental niso emerged during the 19th century when Kyonese rice farmers bred colourful variants of the fish for decorative purposes. Niso are fish of resilliance as they are known to defeat strong river streams and are symbolised as such. It is common to see niso swimming in rivers, ponds and drainages in all parts of Kyowara as they require easy conditions to survive.

The Kyonese ornamental cherry tree, also known as the sakura tree, has been a symbol of Kyowara since the ancient ages. The tree itself is unique to Kyowara, and symbolises the fleeting beauty of life, as the cherry blossoms themselves are beautiful but short-lived. The concept of "終わりを覚えておく" (owari o oboeteoku) is used to remember death and the impermanence of things, and sakura is often a symbol of the philosophy, similar to Suavi concept of "memento mori".

The plum blossom, better known as ume in Kyonese context, is a symbol of new beginnings. Ume flowers are associated with resilience, renewal, and the arrival of spring. This symbolism comes from the fact that ume blossoms are among the first to bloom, even while snow still lingers, signaling the end of winter and the promise of new beginnings. In addition to its connection to seasonal change, the ume represents perseverance and beauty in adversity, as its delicate blossoms thrive despite harsh conditions. It's also linked to protection and warding off evil in Kyonese folklore.

Vehicle registration in Kyowara
共和の車両登録

Vehicle registration is a mandatory process in the Union State of Kyowara, handled by individual state governments through the offices of the Federal Bureau of Motor Vehicles. The purpose of registration is to establish legal ownership, ensure roadworthiness, and enable proper taxation and regulation. Each vehicle must have a licence plate for identification purposes, assigned semi-randomly by the Federal Government. Vanity or custom-made plates are available as long as they do not violate the general rules of the national licence plate.

The format of licence plates are always XXX-00-XX. The bar on the left side of the licence plate features the name of the state which the plate belongs to, written in Iziku, and the middle two digits are based on the prefecture code which the plate was registered in. For example, the licence number "EUR-21-HX" from Himeji state would have the first three and last two letters randomised, while 21 being the code for the Shizuoka Prefecture.

The president of the Union State is the head of state and head of government of Kyowara, and is elected by popular vote every four years. The President of the Union State holds several key roles within the federal government and national leadership. As Chief Executive, the president enforces federal laws, administers the executive branch, and appoints Cabinet members and federal officials. As Commander-in-Chief, the president oversees the Kyonese Defence Forces and may direct military operations. In the role of Chief Diplomat, the president manages foreign relations, negotiates treaties (subject to Diet approval), and meets with foreign leaders. As Legislative Leader, the president influences lawmaking by proposing legislation, vetoing bills, and delivering the State of the Union address. The president also serves as Head of State, performing ceremonial duties and symbolizing national unity. Additionally, as Economic Leader, the president guides fiscal policy, prepares the federal budget, and addresses national economic issues. Lastly, as Party Leader, the president represents and leads their political party, shaping its direction and supporting party candidates.

After the Union State was founded with the Declaration of Independence on 25 May 1803, Jun'ichi Umeda assumed the position as the first president of the nation. There have been 45 presidents since Umeda, 46 in total, with the incumbent president being Sanae Haneichi since her election to the office in 2025 as the second female president of Kyowara after Tamako Honekawa.

Healthcare in the Union State

The Federal Medicare Service (FMS) is the nationalised public healthcare system of the Union State of Kyowara, commonly referred to as Kyowara. Established under the Public Healthcare Act of 1951, the FMS provides universal healthcare services to all Kyonese citizens and legal residents, irrespective of income, employment status, or state of residence. It is widely regarded as a cornerstone of Kyonese post-war recovery policy and a defining feature of the modern welfare state. The FMS was instituted in the aftermath of the Fascist Wars, during a period of national reconstruction and major socio-political reform. The system was officially established following the ratification of the Public Healthcare Act of 1951, signed into law by then-President Takeo Kachi. The act emerged from a growing national consensus regarding the necessity of equitable access to medical services, particularly in light of wartime privation, public health crises, and the moral imperative to care for war veterans and displaced civilians.

Kyowara comprises 38 states, each of which operates its own branch of the Federal Medicare Service. These branches are semi-autonomous and adapt service delivery to regional needs while remaining compliant with federally mandated standards and policy directives issued by the Federal Health Secretariat, the overarching body headquartered in the capital city of Shinji. Each state branch is administered by a State Medical Commissioner, appointed jointly by the Governor of the state and the Federal Health Secretariat. Commissioners are responsible for resource allocation, hospital administration, primary and community care services, and performance management. The FMS is funded through general taxation, with supplementary allocations provided by the Union Reserve in accordance with demographic, geographic, and epidemiological considerations. Healthcare is free at the point of delivery for all eligible individuals.

FMS employs a vast workforce of healthcare professionals, including physicians, nurses, allied health workers, administrators, and support staff. All practitioners must be registered with the National Medical Council of Kyowara (NMCK) and meet rigorous standards of professional competence. Medical education and training are publicly funded, and the system maintains partnerships with major universities and teaching hospitals across the Union State to ensure a continuous pipeline of qualified professionals. There are currently over 7.83 medical professionals registered in the FMS.

The Federal Medicare Service is financed through progressive taxation, with no user fees for standard medical services other than the prescription fee, which corresponds to 1% to 5% of the full market price of the prescribed medicine. While the system does allow for limited private practice and supplemental insurance, the vast majority of the population receives care exclusively through FMS institutions. Efforts to maintain financial sustainability have led to regular reviews of cost-efficiency, procurement policies, and clinical governance. In recent decades, digital transformation initiatives, such as the e-MedCard electronic health record system, have modernised patient care while reducing administrative overheads. The FMS is widely regarded as one of the most trusted public institutions in Kyowara. Public satisfaction surveys consistently indicate high levels of approval, particularly in areas such as universal access, continuity of care, and provider professionalism.

The federal executive departments of the Union State (kr. 連邦の省庁, lit. federal departments) constitute the primary subdivisions of the executive branch of the federal government. Analogous to ministries in parliamentary systems, these departments are integral to the administration of national affairs. Each department is led by a Secretary, with the exception of the Department of Justice, which is headed by the Attorney General. These leaders are appointed by the President and confirmed by the Senate, serving at the President's discretion. Collectively, they form the Cabinet, an advisory body to the President.

The Federal Constitution mandates a separation of powers, prohibiting individuals from simultaneously serving in the legislative and executive branches. Consequently, members of Congress appointed to executive positions must resign from their legislative roles.

Union State Defence Forces

The Union State Defence Forces (kr. 連邦軍, Renpō-gun) comprise the military forces of the Union State, tasked with national defence, international security operations, and the enforcement of federal authority. Under the authority of the Department of Defense, the Defence Forces include the Army, Navy, Air Forces, Space Forces, and Coast Guard (in wartime). Commanded by the President as Commander-in-Chief and overseen by the Secretary of Defence, the Defence Forces maintain a full-spectrum force posture, integrating conventional and strategic capabilities to deter threats and support allied operations.

Conscription is reserved only for wartime, and applies to both men and women aged between 18 and 55. Citizens of the Union State can volunteer to join the Defence Forces with parental consent at 17, or by themselves at 18. The military budget of Kyowara is $402.2 billion, one of the highest in the world. The Union State Armed Forces has significant capabilities in both defence and power projection due to its large budget, resulting in advanced and powerful technologies which enable widespread deployment of the force around the world, including military bases outside the U.S. The Defence Forces are headquartered in the Heptagon.

The Federal Intelligence Office (FIO) is the principal foreign intelligence, reconnaissance and counterintelligence service of the Union State Government. Its primary purpose is to collect, analyse, evaluate, and disseminate foreign intelligence to assist senior Kyonese policymakers in making decisions related to national security. The FIO operates under the jurisdiction of the Director of National Intelligence and reports to both the President and the Union State Congress through various oversight committees.

Established in 1949 with the Homeland Security Act signed by President Takeo Kachi, the FIO succeeded the wartime Strategic Intelligence Agency (SIA). The Act aimed to reorganise Kyonese military and intelligence functions in the aftermath of the Fascist War, amidst the emergence of the Silent War and the perceived threat of Skandan expansion. The FIO was formed to centralise and coordinate foreign intelligence gathering and to prevent a recurrence of the intelligence failures that preceded the Himazaki Harbour attack.

The Office's core functions include the collection of human intelligence (HUMINT) through clandestine operations, the analysis of intelligence information, and the conduct of covert actions abroad under presidential direction. Unlike the National Agency of Investigation (NAI), which focuses on domestic matters, the FIO is explicitly forbidden from conducting law enforcement activities and operates primarily outside of Kyowara’s borders. The Office also plays a central role in counterterrorism, cyberintelligence, and the prevention of the proliferation of weapons of mass destruction.

The FIO is structured into several directorates, each with distinct responsibilities. These include the Directorate of Operations, which manages clandestine field activities and espionage; the Directorate of Analysis, which produces intelligence assessments; the Directorate of Science and Technology, which develops technical collection and surveillance tools; and the Directorate of Support, which provides logistics, communications, and personnel services. Additionally, the FIO hosts the Open Source Enterprise and maintains close working relationships with foreign intelligence services and other members of the Kyonese intelligence community.

Over the decades, the FIO has been involved in a wide range of international affairs, some of which have been subject to considerable scrutiny and controversy, including covert operations in Kian, Meterra and Gothis. Despite public criticism at various points in its history, the FIO remains a central institution in the national security apparatus of the Union State. The headquarters of the Office is located in Taima, Sagami and has offices in Shizuoka, Watakane and Nanporo. The current Director of the National Intelligence is Masao Nishida since 2019.
