International Food Labelling

If you are on an NPA deployment without being formally registered as an NPA member, name your deployed nation in your vote.Recognising that the passage of Repeal "Pre-Packaged Food Labels" has relegated the business of issuing or otherwise handling nutritional or otherwise food-related labels to member-states, and that such finished foods as are exchanged across international borders necessitate a system for food labelling which aren’t beholden to the actions of any single member-state.
Defining for the purposes of this resolution:
“Finished foodstuff” or “foodstuff” to refer to any entity intended either for consumption as food or for direct use in the creation of food.
“IAO” refers to the Independent Adjudicative Office.
Establishing the International Food Handling Agency (IFHA) and tasking it with the following:
The creation of appropriate food labels for use in internationally exchanged foodstuffs, which display the nutritional contents and recommended serving portions of the foodstuff.
Noting that such labels must also contain direct language conveying allergens or otherwise ingredients which may pose a health risk.
The random sampling of foodstuffs exchanged between member-states for the purpose of inspecting them for appropriate labelling.
Requiring that the importing nation must fund the provision of appropriate food labeling for any given finished foodstuffs being exported from one member-state to another, with such food labeling being provided in the national or majority language of both the member-state in which the finished foodstuff is exported and the member-state in which it is imported.
Noting that the IFHA’s jurisdiction only extends over those finished foodstuffs which are exchanged across international borders.
Permitting challenges between member-states and the actions conducted by the IFHA to either be handled between member-states and the IFHA directly or through the arbitration of the IAO, which may issue binding rulings on whether or not the disputed IFHA action(s) must be ceased or continued.
Requiring exporting member-states to use the nationally adopted measurement system (or regional variations of the same, if applicable) of the importing nation (or the regions therein) on the foodstuff labels.
Encouraging member-states to include warning labels that include all pertinent information on ingredients that the importing nation may deem harmful to the consumer.
