You should probably read the bill in the OP again, because it does not do this.
 
There is a very simple way of discouraging DM campaigns. Don't vote for that candidate and tell them you didn't vote for them explicitly because you got a DM campaign.

This would enable voters to complain with more reason to that end. I’m also unsure why you are opposed when I’ve clarified this won’t make DM campaigns illegal.

I suggest you think about it for more than a second and you'll realize it absolutely will.

Anyone who is running is talking to any citizen about the election via DM? Could be a DM campaign, better alert the Election Commission and maybe I, the opposing candidate, can win by disqualifying my opposition.

If you don't think this will be abused, I direct you to regions like TSP, where they're constantly bringing court cases against each other in the hopes of disqualifying the other candidates.

What are you talking about? There is nothing in this bill that allows the Election Commission to "disqualify" a candidate for DM campaigning. The only requirement is for the Election Commission to maintain a list of names.

So the bill has no teeth and nothing will be done if those on the list are contacted?
 
From the BoR: "Each Nation's rights to free speech, free press, and the free expression of religion shall not be infringed, and shall be encouraged, by the governmental authorities of the region and its territories." The RA would be overstepping it's authority by enacting limitations on this type of speech.

I don't have a view on it, but I would be interested in seeing how the Court would rule. My comment in formal debate would be that I would very borderline find the current wording to be contrary to the Bill of Rights as it somewhat effectively discourages free speech in accordance with BoR clause 2. (This is for those in the US, somewhat similar to negative commerce clause restraints - the requirement to "encourage" free speech" means the RA cannot "discourage" free speech).

This does not infringe or discourage free speech, the government would in fact be encouraging speech, i.e., "please stop dm campaigning to me", if this were passed. I hope that addresses your concerns!
