Vaccine Research Act

Recognising the benefits of vaccination programs in preventing epidemics and diseases, and seeking to advance these benefits by promoting research towards vaccines for diseases which do not currently have vaccines;
The World Assembly enacts as follows.
- VRA research: The Vaccine Research Authority (hereinafter VRA) is established as a subcommittee of the World Health Authority, and shall be responsible for developing vaccines for diseases affecting sapient lifeforms for which no sufficiently effective vaccines exist. The VRA shall prioritise development of vaccines for diseases which pose a significant risk of causing epidemics or to sapient life.
- The VRA is authorised to initiate its own research to develop vaccines, as well as to assist vaccine research projects by other entities by providing personnel, resources, or information at the request of the said entities.
- No member nation or entity therein may wilfully obstruct vaccine research by the VRA. The VRA may request information from a member nation or entity therein, if that information would meaningfully assist the development of a vaccine by the VRA. In such cases, the said member nation or entity must comply in good faith with the VRA's request, except if accessing or providing the said information would demonstrably compromise national security or personal privacy. The VRA shall provide due compensation for such requests if the information requested is not in the public domain.
- Distribution: Upon the successful development of a vaccine by the VRA, the VRA shall promptly publish the means used to produce the vaccine to sufficient detail that a member nation can reasonably produce the vaccine from the given method, combined with a report on the effectiveness, nature and intended usage of the vaccine. The VRA may not levy any tax or other fee upon such publications or the distribution thereof.
- Member research: Every member nation has a duty to facilitate research of vaccines by entities under its jurisdiction. To this end, member nations are strongly encouraged to subsidise or otherwise fund vaccine research under their jurisdiction.

If you are on an NPA deployment without being formally registered as an NPA member, name your deployed nation in your vote.
