The World Assembly (WA),

Noting the frequent trading of food between WA states;

Affirming the passage of related GARs such as 333, 679 and 713;

Desiring clear standards on feed for animal husbandry (“feed”) to ensure the safety of sapient individuals (“individuals”) consuming products derived from animal husbandry as food;

The WA hereby enacts as follows:

1. Definitions.
   1. "Animal husbandry" means the raising of non-sapient animals (“animals”) for the purpose of slaughtering for food for individuals.
   2. "Authority" means an entity designated by a WA state to formulate, enforce and interpret the rules and standards imposed by this resolution.
   3. "FDRA" means the WA Food and Drug Regulatory Agency.
   4. "Rules" means all standards and regulations to be promulgated under clauses (2) to (5).
2. Veterinary drugs.
   1. Each authority is to determine rules for the use of veterinary drugs, particularly feed containing veterinary drugs, as well as standards for determining borderline cases between additives and veterinary drugs.
   2. Each authority is required to adopt the principle that the use of veterinary drugs shall be only on a strictly necessary basis, taking into account the conditions of animal husbandry in that state.
3. Rendering.
   1. Rendering refers to the process of converting animal tissue into feed.
   2. Rendering is governed regardless of source, such as recycled animal tissue (such as from restaurants) and discarded materials from feed processing.
   3. The use of rendered products from one species for feed for the same species is prohibited.
   4. Any use of rendered products that, in the determination of the authority or FDRA, poses a significant threat to the health of any individuals that consume food produced from feed, shall also be prohibited.
4. Feed chain.
   1. Feed chain refers to the entire process of feeding, from production, processing, storage, transport, distribution, to the actual feeding of the said animals.
   2. Each authority is to ensure that all participants in the feed chain are responsible for their portion of the feed chain.
5. Best practices. Each authority is to publish guidelines for best practices for the following, as determined by each authority based on the technology and other conditions of that WA state, subject to extant WA resolutions:
   1. Sanitary and maintenance conditions across all premises, equipment, and means of transport used throughout the feed chain;
   2. Segregation of any materials used in the feed chain from other materials not intended for use as feed to avoid cross-contamination;
   3. Training of any sapient individuals involved in the feed chain;
   4. On-farm manufacturing, production and use of feed, both for on-site use and for shipments to other farms;
   5. Documentation and audit trails for all stages of the feed chain;
   6. Any other matters regarding the feed chain at the discretion of the said authority or FDRA.
6. Compliance.
   1. Rules and standards stated in this resolution shall be tailored by each authority for different species of animals in that state.
   2. Each authority is to publish standards in the sampling, testing, analysis, and inspections of feed (and facilities throughout the feed chain) to ensure compliance, and to conduct (or appoint any agents as it deems appropriate) to conduct such tasks.
   3. If a WA state (say “state A”) produces and distributes its own feed, or imports and distributes its feed from another state, state A’s authority is responsible for ensuring compliance with the rules of state A.
   4. Each authority is to review and update from time-to-time its rules based on the latest scientific research.
   5. All rules from an authority shall be publicly available free-of-charge through convenient means.
7. FDRA role.
   1. FDRA is to formulate and update periodically model rules for each WA state under clauses (2) to (6) for consideration by each authority.
   2. If a WA state is conclusively able to demonstrate to FDRA that it cannot comply with this resolution due to a lack of resources or technological capability, it may voluntarily elect to outsource such work to FDRA. If FDRA is acting as the authority, FDRA's model rules shall apply to that state.
