The World Assembly (WA),

Noting that certain medical procedures ("procedures") may not be available to inhabitants of non-WA states ("inhabitants");

Noting that some of these non-WA inhabitants may face legal or other repercussions if they pursue such procedures in a WA state, either via clinics owned by WA states or directly operated by WA Choice Plus, or that they may not have safe passage to such facilities, due to legal or other impediments;

Believing that protection should be offered for safe passage for such non-WA inhabitants, and sanctuary if they are unable to return to their original non-WA state due to potentially detrimental repercussions;

The WA hereby enacts as follows:

  1. Definitions.
    1. "C+" means WA Choice Plus.
    2. "Client” means inhabitants of non-WA states that desire to become a client of a C+ or WA clinic (defined below), as well as actual clients of procedures performed.
    3. "Clinic" includes “C+ clinic”, meaning a C+ clinic in a WA state or in WAHQ, and “WA clinic”, meaning any clinic in a WA state offering the procedures to non-WA inhabitants.
    4. "PASA" means the Passports, Nationality and Refugees Administration.
    5. "WAHQ" means the WA Headquarters.
    6. "WA organ" means any of the committees of the WA, including C+ itself.
  2. Safe passage.
    1. Each WA organ is responsible for organising or assisting in, regarding matters within its purview, the safe passage of a potential client from a non-WA state to a WA state (or to WAHQ) to carry out the said procedure at a C+ clinic or WA clinic.
    2. The assistance rendered by each WA organ is at the discretion of the said organ, and the WA hereby grants discretion to each WA organ to pursue safe passage for the client through all necessary means.
    3. Each WA organ is responsible for making reasonable efforts to minimise casualties if casualties are incurred as a result of the adoption of the said necessary means.
    4. Each WA organ may charge reasonable fees to ensure safe passage.
    5. C+ may also at its discretion waive any charges for any client, if C+ determines that this would cause undue hardship for the said client.
  3. Fees.
    1. A clinic operated by a WA state may charge fees as it deems appropriate to cover the full cost of a procedure performed by a WA clinic.
    2. C+ also may charge fees as it deems appropriate to cover the full cost of a procedure performed by a C+ clinic.
    3. C+ may also at its discretion waive any charges for any client, if C+ determines that this would cause undue hardship for the said client.
    4. C+ may raise additional funds to fund operations, beyond its existing funding channels, through soliciting voluntary donations from WA states, non-WA states, or the general public.
  4. WAHQ.
    1. A C+ clinic is hereby established at WAHQ.
    2. A client may be transported to the WAHQ for the purpose of conducting the procedure if that is deemed to be the safest option by WA organs in charge of organising or assisting in the safe passage of the client.
  5. PASA role.
    1. If a client, after performing the said procedure, fears for their own safety if they return to their original non-WA state, they may apply to PASA for asylum. The granting of asylum is subject to the discretion of PASA.
    2. If PASA decides to grant asylum, PASA is responsible for seeking one or more WA states willing to re-settle the said client, and to arrange for passage of the said client to the WA state that has granted the right to re-settle (and, if multiple states express willingness to re-settle the said client, to the WA state chosen by the said client.
  6. Adjudication. Any appeals regarding fees and charges levied by any WA organs, or the decision(s) of PASA, shall be adjudicated by the Independent Adjudicative Office.
