The World Assembly (WA),

Noting the harmful and addictive effects of smoking and the use of recreational drugs, especially on some inhabitants of WA states;

Desiring uniform regulations to prevent the trading of products containing the said ingredients across WA states to improve the health of inhabitants of WA states;

The WA hereby enacts as follows:

  1. Definitions.
    1. "Consumption" means the use of any product (defined below).
    2. "Product" means cannabis, electronic cigarettes, tobacco products (such as cigars, cigarettes, loose leaf tobacco, and hookah shisha), or anything chemically similar such as those containing nicotine, cannabinoids, or active ingredients in recreational drugs as defined by a WA organ.
    3. "WA organ" means any of the committees of the WA.
  2. Competence. No one who is not deemed legally competent (due to not reaching the age of majority or any other reason) in that WA state may, specifically for the purpose of the following two sub-clauses and subject to local laws or extant WA resolutions:
    1. Purchase (or be sold) a product;
    2. Work on the trading (including imports and exports), production, or sales of any product, except if the sale of the product is a minor part of the overall rationale for employment.
  3. Packaging. Any packaging for a product shall devote at least 75% of the surface area of the packaging for either (or both):
    1. Health warnings using clear and concise language to warn of the detrimental effects on health of the use of the specific product;
    2. Displaying graphical warning labels in a repulsive and obnoxious manner (as determined by that WA state) the harmful effects of the use of the specific product.
  4. Medical use.
    1. Any product(s) designated for legitimate medical use by a WA state or a WA organ shall be clearly labelled as such.
    2. The restrictions in clauses (2) and (3) do not apply to such products.
  5. Advertising restrictions. Subject to extant resolutions regarding free speech and employment laws, no WA state may:
    1. Permit any advertising of a product that the state deems to either (1) glamorize the use of a product, (2) emphasize the recreational effects of any product, (3) intentionally targeting anyone not deemed legally competent, such as (as examples) advertising near schools, during children’s programming on television, or employing child actors in advertising;
    2. Permit anyone to receive substantial compensation for commercially endorsing a product.
  6. Education. Every WA state shall devote appropriate resources to:
    1. Educate its inhabitants on the detrimental effects of the use of product, tailored by sapient individuals (and the circumstances of the said individuals, such as those pregnant or those suffering from certain ailments);
    2. Assist its inhabitants to stop using such products.
  7. Other matters.
    1. This resolution does not govern whether a WA state bans the sale, import, export, or production of any or all products.
    2. The sales or use of a product in the WA Headquarters is strictly restricted to areas designated for such use by the WA Office of Building Management.
