The World Assembly,
ACKNOWLEDGING the paramount importance of safe and efficient air travel in fostering global connectivity, economic prosperity, and cultural exchange among member nations,
RECOGNIZING the critical role of air traffic control in ensuring the safety, security, and efficiency of civil aviation operations,
COGNIZANT of the need for a dedicated body to uphold international standards and oversight for air traffic management,
HEREBY,
Defines, for the purposes of this resolution:
- "Air Traffic Control (ATC)" as the dynamic coordination and regulation of air traffic, encompassing air navigation services, communication, and surveillance.
Establishes the National Air-Traffic Vectoring Service (NAVS) to:
- Promulgate international standards and recommended practices for air traffic control safety, security, and efficiency.Conduct regular and unannounced inspections of air traffic control facilities and operations to ensure compliance with established regulations and maintain high safety standards.Collaborate with member nations and relevant organizations to formulate and implement effective security measures for air traffic control.Establish and certify training programs for air traffic control personnel, ensuring continuous relevance and adherence to international safety standards.Coordinate with the International Transport Safety Committee (ITSC) to enhance safety measures and investigate air traffic incidents.Liaise with national civil aviation authorities to mitigate the negative impacts of air traffic incidents, fostering a culture of transparency and collaboration.
Mandates:
- Use of NAVS-certified air navigation and communication equipment to ensure seamless and secure air traffic management.All member nations to report air traffic incidents, and safety-related information to the NAVS for analysis, investigation, and coordination of necessary actions.No member nation shall withhold access to air traffic control facilities or deliberately interfere with NAVS operations.
